The director of finance is authorized to issue general obligation bonds in the sum of $76,829,257 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of capital improvement projects for the ninth senatorial district, as follows: 1. Aina Haina elementary school A. Fence surrounding campus for safety. Total funding $150,000 B. Air conditioning for campus classrooms and staff meeting areas. Total funding $300,000 C. Campus electrical upgrade. Total funding $900,000 2. Diamond Head State Monument A. Rockfall mitigation and other infrastructure improvements. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2026, shall lapse as of that date. SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows: (1) The sums appropriated in items 1, 3, 4, 5, 6, 7, 8, 9, 10, and 12 shall be expended by the department of education; (2) The sum appropriated in item 2 shall be expended by the department of land and natural resources; and (3) The sum appropriated in item 11 shall be expended by the university of Hawaii.
