47	47	SECTION 1. The legislature finds that Hawaii is the birthplace of the sport of surfing. Historians have documented that surfing remained a prominent cultural identity marker for Native Hawaiians throughout the nineteenth century, which saw American imperialism and the overthrow of the Hawaiian kingdom. Today, surfing remains significant in Hawaiian culture. The legislature further finds that the Oahu Interscholastic Association (OIA) was founded to promote unity and cooperation amongst member schools in the establishment and administration of policies and regulations for implementing an interscholastic athletic program. The association stresses educational and cultural values, promotes skills in competitive activities, and fosters sportsmanship and mutual respect. Although it offers competition in over twenty-one sports, surfing is not among them. Funding is therefore needed to support the addition of surfing as a competitive sport within the OIA. Accordingly, the purpose of this Act is to appropriate funds to the department of education to establish surfing competitions at a minimum of eight participating OIA schools to ensure the representation of the indigenous sport of surfing. SECTION 2. In accordance with section 9 of article VII of the Hawaii State Constitution and sections 37-91 and 37-93, Hawaii Revised Statutes, the legislature has determined that the appropriations contained in Act 164, Regular Session of 2023, and this Act will cause the state general fund expenditure ceiling for fiscal year 2024-2025 to be exceeded by $ or per cent. This current declaration takes into account general fund appropriations authorized for fiscal year 2024-2025 in Act 164, Regular Session of 2023, and this Act only. The reasons for exceeding the general fund expenditure ceiling are that: (1) The appropriation made in this Act is necessary to serve the public interest; and (2) The appropriation made in this Act meets the needs addressed by this Act. SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $45,000 or so much thereof as may be necessary for fiscal year 2024-2025 for the establishment of surfing competitions at a minimum of eight Oahu Interscholastic Association member schools, to be allocated as follows: (1) $40,000 for surfing competitions; and (2) $5,000 for coach training. The sum appropriated shall be expended by the department of education for the purposes of this Act. SECTION 4. Beginning with fiscal year 2024-2025 and each fiscal year thereafter, the department of education shall include in its annual budget request line-item funding for future appropriations for surfing competitions at a minimum of eight Oahu Interscholastic Association member schools.
