47	47	PART I SECTION 1. The legislature finds that credentialing health care providers is an essential safety component of the health care system. Credentialing establishes the bona fides of certain clinical professionals by assessing their background and legitimacy to provide care and is a requirement of the federal government, all state governments, and private accreditation agencies. The credentialing process includes organizing and verifying professional records that qualify a clinician to practice within a licensing jurisdiction, including board certifications, hospital admitting privileges, education, malpractice insurance history, professional references, and work history. The legislature also finds that credentialing is a time-consuming and detail-oriented process performed by hospitals, health plans, universities, and independent practice groups. This process can be often duplicative, as the same professional and educational records are requested across multiple entities. Accordingly, the purpose of this part is to reduce the administrative burden on the State's health care system by authorizing a health care organization to accept a health care provider's credentialing that was conducted by certain health care organizations or state agencies. SECTION 2. Chapter 321, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows: "§321- Credentialing of health care professionals. (a) A health care provider licensed in the State who has been credentialed by: (1) Any region of the Hawaii health systems corporation; (2) A health plan or mutual benefit society accredited by the National Committee on Quality Assurance and licensed to conduct business in the State; (3) A hospital licensed pursuant to section 321-14.5 that is accredited by The Joint Commission; or (4) A state agency authorized to perform health care provider credentialing, may be deemed fully credentialed for purposes of health plan network participation. (b) The department shall adopt rules in accordance with chapter 91 necessary for the purposes of this section." PART II SECTION 3. The legislature further finds that while reciprocal credentialing may increase efficiency by reducing duplicative processes, the burden of work will likely be unevenly distributed. Accordingly, the legislature recognizes a role for the State in assuring efficient use of resources, and that establishing a centralized resource, such as a health care credentialing clearinghouse in partnership with the private sector, can better equalize the cost of health care administration simplification initiatives. The purpose of a health care credentialing clearinghouse is to reduce points of entry into various credentialing workstreams for a health care provider. A health care provider would register with the health care credentialing clearinghouse and provide documentation and paperwork for primary source verification. External entities could purchase the provider's fully vetted records at less overall expense than it would be to maintain full credentialing operations in each entity. Participating health care facilities, health plans, and other entities would still maintain their own records but without the redundant effort. Accordingly, the purpose of this part is to establish a health care credentialing clearinghouse pilot program within the department of health to reduce the administrative burden of health care providers, reduce duplicative and parallel workstreams, and apply more uniform standards for credentialing processes based on national accreditation guidance. SECTION 4. There is established within the department of health a health care credentialing clearinghouse pilot program to streamline statewide health care credentialing activities. The department may contract with a private entity to assist in the implementation of the health care credentialing clearinghouse pilot program. SECTION 5. In accordance with section 9 of article VII of the Hawaii State Constitution and sections 37-91 and 37-93, Hawaii Revised Statutes, the legislature has determined that the appropriations contained in Act 164, Regular Session of 2023, and this Act will cause the state general fund expenditure ceiling for fiscal year 2024-2025 to be exceeded by $ or per cent. This current declaration takes into account general fund appropriations authorized for fiscal year 2024-2025 in Act 164, Regular Session of 2023, and this Act only. The reasons for exceeding the general fund expenditure ceiling are that: (1) The appropriation made in this Act is necessary to serve the public interest; and (2) The appropriation made in this Act meets the needs addressed by this Act. SECTION 6. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2024-2025 for the establishment of a health care credentialing clearinghouse pilot program, including for one full-time equivalent (1.0 FTE) program specialist VI position to implement the health care credentialing clearinghouse pilot program. The sum appropriated shall be expended by the department of health for the purposes of this Act. PART III SECTION 7. New statutory material is underscored. SECTION 8.
