4747 SECTION 1. The legislature finds that Laura Blears is widely recognized as an icon who paved the way for women in surfing. At the age of four, Laura Blears began surfing the waves in Waikiki. She has been quoted as saying, "As a little girl, I used to surf against the boys, because there were no girl surfers". In 1972, Laura Blears won the Makaha Invitational and became the first woman invited to compete in the Smirnoff World Pro-Am Surfing championships in 1973, by then-professional surfing promoter and future state senator Fred Hemmings, who recognized Laura's talent and determination. That same year, she was recognized as the world's top female surfer. The legislature further finds that by honoring Laura Blears with a day of observance, the State will encourage more women and other underrepresented groups to follow their dreams in surfing and other sports. Accordingly, the purpose of this Act is to establish November 19 as Laura Blears Day, to honor her accomplishments, and to celebrate women in surfing. SECTION 2. Chapter 8, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows: "§8- Laura Blears Day. November 19 of each year shall be known and designated as "Laura Blears Day"; provided that this day is not and shall not be construed to be a state holiday." SECTION 3. New statutory material is underscored. SECTION 4. This Act shall take effect upon its approval. INTRODUCED BY: _____________________________
