4747 SECTION 1. The legislature finds that the statewide parking program for persons with disabilities, as established under part III of chapter 291, Hawaii Revised Statutes, pursuant to the federal Uniform System for Parking for Persons With Disabilities, 23 C.F.R. § 1235, and administered by the disability and communication access board, provides individuals with mobility disabilities the ability to travel and park in accessible parking spaces. The purpose of this Act is to allow a person with a removable windshield placard who does not own a vehicle or does not wish to have special license plates to be issued a placard that is valid for a limited period to allow travel off island. SECTION 2. Section 291-51, Hawaii Revised Statutes, is amended by adding a new definition to be appropriately inserted and to read as follows: ""Disability tavel placard" means a two-sided, hanger-style placard issued under this part to a person with a disability who presents proof of travel and shall expire the last day of the month following the return date." SECTION 3. Chapter 291, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows: "§291- Issuance of disability travel placard. The issuing agency shall issue one disability travel placard to an applicant who has a valid removable windshield placard and presents a completed form to be provided by the issuing agency along with a copy of applicant's proof of travel. The placard shall expire on the last day of the month following the return date." SECTION 4. New statutory material is underscored. SECTION 5.
