The director of finance is authorized to issue general obligation bonds in the sum of $257,528,709 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of capital improvement projects for the seventh senatorial district, as follows: 1. Upcountry Maui watershed (Maui) A. Plans, land, design, and construction for improvements to the upcountry Maui watershed. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2026, shall lapse as of that date. SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows: (1) The sums appropriated in items 1 through 4 shall be expended by the department of land and natural resources; (2) The sums appropriated in items 5 through 8 shall be expended by the department of transportation; (3) The sum appropriated in item 9 shall be expended by the department of health; and (4) The sums appropriated in items 10 through 21 shall be expended by the department of education.
