4747 SECTION 1. (a) The department of agriculture shall conduct a feasibility study to identify potential sites in the State for an aquaculture park that promotes commercial aquaculture expansion. The study shall consider factors, including but not limited to the following: (1) The plans and designs of the proposed aquaculture park that supports commercial aquaculture operations; (2) Any zoning requirements, building codes, and existing conditions of each potential site, including any easements and property disputes; (3) The current usage of neighboring property and any potential environmental impacts of establishing an aquacultural park at each potential site; (4) Any variance, permit, or approval necessary to establish an aquaculture park at each potential site; and (5) A projected budget and timeline for the construction of the agricultural park at each potential site. (b) The department of agriculture shall submit a report of its findings and recommendations, including any proposed legislation, resulting from the feasibility study to identify potential sites in the State for an aquacultural park to the legislature no later than twenty days prior to the convening of the regular session of 2024. SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the department of agriculture to conduct a feasibility study that identifies potential sites in the State for an aquaculture park that promotes commercial aquaculture expansion. The sums appropriated shall be expended by the department of agriculture for the purposes of this Act. SECTION 3. This Act shall take effect on July 1, 2023.
