43	43	WHEREAS, the State has consistently struggled to create a sustainable and successful innovation economy; and WHEREAS, the Department of Business, Economic Development, and Tourism (DBEDT) submitted the Dual Use Report on the Dual Use Technology Task Force on December 8, 2023, pursuant to Act 121, Session Laws of Hawaii 2021; and WHEREAS, dual use refers to technologies that can be used for peaceful and military aims; and WHEREAS, the State's businesses are in an exceptional position to take advantage of the strong presence of the military in the State and the research conducted on its behalf; and WHEREAS, technologies developed for military use have been utilized by businesses in the past with extraordinary success, and these technologies have the potential to significantly contribute to the State's economic recovery and subsequently decrease its reliance on tourism; and WHEREAS, DBEDT's Dual Use Report recommends: (1) A specific pathway to bring a sense of unity, formality, and strength to the State's innovation sector; (2) To build upon the numerous existing state and federal investments under the State's Small Business Association, University of Hawaii, Pacific Asian Center for Entrepreneurship, and the Hawaii Technology Development Corporation; (3) To focus investments by ensuring funding is based on strategic and targeted outcomes; (4) To focus on business financial sustainability through encouraging and supporting the businesses that follow a model for long-term financial self-sustainability without a reliance on government grants; and (5) The proper use of public funds, to be measured through metrics that show a combination of impact and accountability; and WHEREAS, the Dual Use Report's suggested establishment of the Hawaii Innovation Alliance (HIA) could serve as the unifying brand for service providers to the innovation ecosystem in the State, offering innovators a unified single source of support throughout the entire lifecycle of their business; and WHEREAS, any government, nonprofit, or for-profit service providers that offer programs or services would be offered through the HIA website; and WHEREAS, the HIA would employ a community of Innovation Sherpas to serve as personal guides to any dual use business that needs assistance connecting with HIA services; and WHEREAS, by pairing each small business with a dedicated Innovation Sherpa, the Sherpa builds a long-term relationship with the business, deepening their understanding of the opportunities and challenges unique to the business, and enabling the Sherpa to better align support resources at the appropriate time; now, therefore, BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the House of Representatives concurring, that the Department of Business, Economic Development, and Tourism is requested to support the creation of the Hawaii Innovation Alliance that was recommended by the Dual Use Report and to support the other recommendations within the report to grow the State's innovation sector; and BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of the Department of Business, Economic Development, and Tourism and the Chief Executive Officer of the Pacific Impact Zone.
