41	41	WHEREAS, for generations Hawaii and Japan have shared a common cultural heritage; and WHEREAS, Hawaii lost over two thousand four hundred lives at Pearl Harbor and other locations on December 7th, 1941, including numerous civilians; and WHEREAS, Japan lost as many as 226,000 lives as a result of the atomic bombings of Hiroshima and Nagasaki in August 1945, including numerous civilians; and WHEREAS, countless others from Hawaii and Japan lost their lives throughout World War II in battles throughout the Pacific theater and around the world; and WHEREAS, following the conclusion of World War II in the Pacific, Hawaii and Japan have dedicated themselves to ensure an enduring peace in the Pacific; and WHEREAS, the mutual respect and longstanding friendship between Hawaii and Japan has only deepened over the last eight decades; and WHEREAS, August 2025 will mark the eightieth anniversary of the atomic bombings in Hiroshima and Nagasaki as well as the conclusion of World War II in the Pacific; and WHEREAS, true victory shall be measured not by the outcome of any battle, or who may prevail in any war, but rather by the enduring determination to maintain peace so these costly lessons are never again repeated; and WHEREAS, properly recognizing and honoring the lives lost in World War II, particularly at the anniversary of the bombings of Hiroshima and Nagasaki, will reaffirm the lessons learned from these tragedies, strengthen mutual respect and understanding between our people, and reaffirm the deep friendship between Japan and Hawaii for new and future generations; now, therefore, BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that the State is requested to begin planning to collaborate with partners in Japan to appropriately recognize the eightieth anniversary of the end of World War II, including the atomic bombings and lives lost in Japan and Hawaii throughout the war, and reaffirm a commitment to ensuring these tragedies are never repeated; and BE IT FURTHER RESOLVED that the State Foundation on Culture and the Arts is requested to plan and construct a memorial or memorials, with the intention of offering one as a gift to the people of Japan should they deem it appropriate, in a manner as may be mutually agreeable to the appropriate partners in Hawaii and Japan, to properly honor the lives lost in both places, in particular innocent civilian casualties of war, and reinforce that victory shall be measured not by the outcome of any battle, or who may prevail in any war, but rather by the enduring determination to maintain peace so these costly lessons are never again repeated; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor; Director of Business, Economic Development, and Tourism; and Executive Director of the State Foundation on Culture and the Arts.
