41- WHEREAS, Hawaii is experiencing a housing shortage; and WHEREAS, included within the Hawaii Housing Finance and Development Corporation's mission is not only the provision of financing for housing, but also the development of housing; and WHEREAS, agencies such as the Hawaii Public Housing Authority are planning to develop ten thousand homes over the next ten years; and WHEREAS, the Hawaii Housing Finance and Development Corporation should be at the forefront of proactively working to alleviate the state's housing shortage; now, therefore, BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that the Hawaii Housing Finance and Development Corporation is urged to develop a plan to build one hundred thousand homes over the next ten years; and BE IT FURTHER RESOLVED that the Hawaii Housing Finance and Development Corporation's plan is requested to include methods to address factors that can impede the development of housing, including but not limited to: (1) Insufficient infrastructure; (2) Restrictive land use and zoning policies; (3) Lengthy and complex regulatory processes; (4) Community opposition; and (5) High construction and financing costs; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Directors of the Hawaii Housing Finance and Development Corporation and the Executive Director of the Hawaii Housing Finance and Development Corporation.
