BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII: HOUSE OF REPRESENTATIVES H.B. NO. 1263 THIRTY-THIRD LEGISLATURE, 2025 H.D. 1 STATE OF HAWAII HOUSE OF REPRESENTATIVES H.B. NO. 1263 THIRTY-THIRD LEGISLATURE, 2025 H.D. 1 STATE OF HAWAII A BILL FOR AN ACT RELATING TO CORRECTIONS. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII: SECTION 1. (a) The department of corrections and rehabilitation shall establish a rehabilitation and re-entry services task force to work collaboratively to: (1) Review, consider, and identify policies and practices to support and promote the successful rehabilitation and re-entry into society of individuals who are currently incarcerated; (2) Make recommendations to the legislature regarding the policies and practices identified in paragraph (1); and (3) Make other recommendations that the task force deems appropriate and beneficial for the successful rehabilitation and re-entry into society of individuals who are currently incarcerated. (b) The preferred qualifications for members of the rehabilitation and re-entry services task force shall be possession of knowledge in the rehabilitation and re-entry into society of incarcerated individuals. (c) The department of corrections and rehabilitation shall invite the following individuals, at a minimum, to serve on the rehabilitation and re-entry services task force: (1) A representative from the office of Hawaiian affairs; (2) The chairperson of the house of representatives standing committee with primary jurisdiction over corrections and rehabilitation; (3) The chairperson of the senate standing committee with primary jurisdiction over corrections and rehabilitation; (4) The senior advisor for mental health and the justice system in the office of governor; (5) A representative from the Hawaii Health and Harm Reduction Center; (6) A representative from Partners in Care; (7) A representative from the American Civil Liberties Union of Hawaii; (8) A representative from ʻEkolu Mea Nui; (9) A representative from the Community Alliance on Prisons; (10) A representative from Hawaii Friends for Restorative Justice; (11) A representative from the Reimagining Public Safety in Hawaii Coalition; (12) A representative from Project Vision Hawaii; (13) A representative from Going Home Hawaii; (14) A representative from the YMCA of Oahu; and (15) Three justice-impacted persons with lived experience. (d) The rehabilitation and re-entry services task force shall elect a chairperson and vice chairperson from among its members. (e) The rehabilitation and re-entry services task force shall submit an interim report of its progress to the legislature no later than twenty days prior to the convening of the regular session of 2027. The task force shall submit a final report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2028. (f) Members of the rehabilitation and re-entry services task force shall serve without compensation but shall receive reimbursement for expenses, including travel expenses, that are necessary for the performance of their duties. (g) The rehabilitation and re-entry services task force shall cease to exist on June 30, 2028. (h) The department of corrections and rehabilitation shall provide any necessary staffing and support, including preparation and drafting of the interim and final reports identified in subsection (e), to the rehabilitation and re-entry services task force. SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2025-2026 and the same sum or so much thereof as may be necessary for fiscal year 2026-2027 for the work of the rehabilitation and re-entry services task force established pursuant to this Act. The sums appropriated shall be expended by the department of corrections and rehabilitation for the purposes of this Act. SECTION 3. New statutory material is underscored. SECTION 4. This Act shall take effect on July 1, 3000. SECTION 1.
