4343 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

4747 SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $64,915,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2025-2026 for the purpose of capital improvement projects for the nineteenth representative district, as follows: 1. Aina Haina Elementary School Construction for a fence surrounding the campus for safety. Construction $150,000 Total funding $150,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Aina Haina Elementary School Equipment and appurtenances for air conditioning for campus classrooms and staff meeting areas. Equipment $300,000 Total funding $300,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 3. Aina Haina Elementary School Construction for paving the mauka lot outside of the back cattle gate for parking. Construction $800,000 Total funding $800,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 4. Aina Haina Elementary School Equipment and appurtenances for the electrical upgrade of the campus. Equipment $900,000 Total funding $900,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 5. Aina Haina Elementary School Construction for a multipurpose office and health room adjacent to the administration building on the makai side. Construction $1,500,000 Total funding $1,500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 6. Kaimuki Middle School Construction for repair and maintenance of four restrooms located inside the school building. Construction $1,250,000 Total funding $1,250,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 7. Kaimuki Middle School Construction for the refurbishing, repair, and maintenance of existing locker room and restrooms located within to include flooring, painting, fixturing, and a wall addition to reduce the size of a locker room to add two additional classrooms. Construction $2,500,000 Total funding $2,500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 8. Aina Haina Library Construction for landscaping of three outside grassy areas behind the library, to include repair and maintenance of existing non-working irrigation and lighting which may include the front grassy area. Construction $1,000,000 Total funding $1,000,000 The sum appropriated for this capital improvement project shall be expended by the Hawaii state public library system. 9. Aina Haina Library Construction for repair and maintenance of original ADA restroom. Construction $1,000,000 Total funding $1,000,000 The sum appropriated for this capital improvement project shall be expended by the Hawaii state public library system. 10. Kaiser High School Design and construction for the performing arts complex, including a one thousand two hundred seat auditorium with a stage to seat three hundred musicians; film production and broadcast studio; scene shop; science, technology, engineering, and mathematics innovation space; dance studio; art gallery; and graphics arts classroom. Design $5,250,000 Construction $44,250,000 Total funding $49,500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 11. Kaiser High School Design and construction for modernizing the swimming pool stadium, including installing chemical and filtration equipment, spalling, converting existing light towers and underwater lighting to LED, and installing hand railings to bleachers. Design $345,000 Construction $2,300,000 Total funding $2,645,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 12. Kaiser High School Design and construction for erosion control at Kaiser stadium's west light towers and the fencing, softball, and baseball venues. Design $120,000 Construction $800,000 Total funding $920,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 13. Kaiser High School Design and construction for installing hand railings onto Kaiser stadium bleachers. Design $150,000 Construction $800,000 Total funding $950,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 14. Kaiser High School Design, construction, equipment, and appurtenances for weightroom modernization, including expansion of the existing weightroom and replacing weight training equipment. Design $250,000 Construction $1,000,000 Equipment $250,000 Total funding $1,500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2028, shall lapse as of that date.
