4545 WHEREAS, the roads within the Villages of Kapolei community were constructed by the State during the 1990s; and WHEREAS, to expedite the construction process, the State did not obtain permits from the City and County of Honolulu, which was permissible; and WHEREAS, following the construction, the State attempted to dedicate the roads to the City and County of Honolulu, but the City and County of Honolulu refused to accept the dedication due to the roads not meeting applicable standards; and WHEREAS, the Hawaii Housing Finance and Development Corporation has taken responsibility for maintaining the roads within the Villages of Kapolei; and WHEREAS, two years ago, the Hawaii Housing Finance and Development Corporation and the City and County of Honolulu entered into a memorandum of agreement in which the City and County of Honolulu would agree to accept dedication of the roads if the Hawaii Housing Finance and Development Corporation brought the roads to the applicable standards, a process that would include reconstructing sidewalks, replacing electrical poles, reconstructing catch basins, and making other infrastructure improvements; and WHEREAS, approximately one year ago, the Hawaii Housing Finance and Development Corporation completed the first phase of road improvements at a cost of approximately $15,000,000; and WHEREAS, completing the remaining improvements will cost an estimated $100,000,000 and the Hawaii Housing Finance and Development Corporation intends to complete the improvements as time and funding allow; and WHEREAS, the Hawaii Housing Finance and Development Corporation and the City and County of Honolulu have discussed dedicating the roads under their current condition if the dedication includes a transfer of funds to the City and County of Honolulu; and WHEREAS, in exchange for acceptance of the dedication of the roads, the City and County of Honolulu is prepared to accept $60,000,000, and the Hawaii Housing Finance and Development Corporation has the authority to offer $40,000,000; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, the Senate concurring, that the Hawaii Housing Finance and Development Corporation is urged to continue working with the City and County of Honolulu to efficiently transfer the roads within the Villages of Kapolei to the City and County of Honolulu; and BE IT FURTHER RESOLVED that the Hawaii Housing Finance and Development Corporation and the City and County of Honolulu are urged to complete the transfer no later than December 31, 2025; and BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Executive Director of the Hawaii Housing Finance and Development Corporation and the Managing Director of the City and County of Honolulu.
