45 | 45 | | WHEREAS, the safety and well-being of residents and visitors in the City and County of Honolulu is of utmost importance; and WHEREAS, Paiwa Street in Waipahu, Oahu, is a heavily trafficked thoroughfare that serves as a primary route for residents, businesses, and schools in the surrounding area; and WHEREAS, concerns have been raised by residents and community members regarding excessive speeding, high traffic volume, and increased risks to pedestrians, cyclists, and motorists in and around Paiwa Street; and WHEREAS, traffic mitigation and calming devices such as speed bumps, raised crosswalks, red lights, and other applicable mitigation utilities have been successfully implemented in various locations to enhance road safety and reduce the likelihood of traffic-related accidents; and WHEREAS, a comprehensive traffic mitigation and calming study would provide valuable insights into the most effective strategies to improve safety and manage traffic flow in and around Paiwa Street; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, the Senate concurring, that the Department of Transportation Services of the City and County of Honolulu is urged to conduct a traffic mitigation and calming study to evaluate the effectiveness of speed bumps, raised crosswalks, red lights, and any other applicable traffic mitigation utilities for the areas in and around Paiwa Street in Waipahu, Oahu; and BE IT FURTHER RESOLVED that the Department of Transportation Services of the City and County of Honolulu is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature prior to the convening of the Regular Session of 2026; and BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of the Department of Transportation Services of the City and County of Honolulu.
