NO. 9 THIRTY-THIRD LEGISLATURE, 2025 STATE OF HAWAII HOUSE RESOLUTION REQUESTING THE DIRECTOR OF TRANSPORTATION TO ESTABLISH THE MAKAKILO DRIVE EXTENSION TASK FORCE TO ADDRESS ISSUES DELAYING THE CONSTRUCTION OF THE MAKAKILO DRIVE EXTENSION PROJECT. HOUSE OF REPRESENTATIVES H.R. NO. 9 THIRTY-THIRD LEGISLATURE, 2025 STATE OF HAWAII HOUSE OF REPRESENTATIVES H.R. NO. 9 THIRTY-THIRD LEGISLATURE, 2025 STATE OF HAWAII HOUSE RESOLUTION REQUESTING THE DIRECTOR OF TRANSPORTATION TO ESTABLISH THE MAKAKILO DRIVE EXTENSION TASK FORCE TO ADDRESS ISSUES DELAYING THE CONSTRUCTION OF THE MAKAKILO DRIVE EXTENSION PROJECT. WHEREAS, there is currently only one way in and out of Makakilo, a situation that poses significant safety concerns for residents, especially in light of the recent Maui wildfires, which highlighted the critical need for alternative evacuation routes; and WHEREAS, construction of the Makakilo Drive Extension Project has been a decades-old long-standing promise to the residents of Makakilo for a second means of egress from Makakilo; and WHEREAS, the lack of progress on the Makakilo Drive extension has led to increased traffic congestion, limited access for emergency vehicles, and diminished quality of life for area residents; and WHEREAS, the extension of Makakilo Drive is critical for improving connectivity between communities, enhancing public safety, and promoting economic growth in the region; and WHEREAS, various challenges, including funding constraints, land acquisition issues, and environmental considerations, have impeded the progress of the Makakilo Drive Extension Project; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, that the Director of Transportation is requested to establish the Makakilo Drive Extension Task Force; and BE IT FURTHER RESOLVED that the Makakilo Drive Extension Task Force be composed of the following members: (1) The Director of Transportation or the director's designee, who shall serve as chairperson; (2) A representative from the City and County of Honolulu, Department of Planning and Permitting; (3) The Chairperson of the Honolulu City Council or the Chairperson's designee; (4) A member of the Senate appointed by the Senate President; (5) A member of the House of Representatives appointed by the Speaker of the House of Representatives; (6) A representative from the local business community, who shall be invited to participate; (7) Five residents of the Makakilo area, who shall be invited to participate; and (8) Any other individuals deemed necessary by the task force, who shall be invited to participate; and BE IT FURTHER RESOLVED that the Makakilo Drive Extension Task Force is requested to: (1) Identify and evaluate the key issues and challenges delaying the construction of the Makakilo Drive extension; (2) Develop a comprehensive action plan to address these challenges and expedite the project; (3) Identify potential sources of funding, including federal, state, and private funding opportunities; (4) Engage with the community to ensure that public input is considered in the decision-making process; and (5) Submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2026; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Transportation, the Mayor of the City and County of Honolulu, and the Chairperson of the Honolulu City Council.
