43	43	WHEREAS, anaphylaxis is a serious, life-threatening condition that requires immediate treatment with epinephrine; and WHEREAS, quick access to and proper administration of epinephrine can significantly improve health outcomes and save lives; and WHEREAS, students and staff at Department of Education schools and charter schools suffer from life-threatening allergies that require immediate epinephrine treatment when exposed to the allergen; and WHEREAS, having staff available at Department of Education schools and charter schools who are trained in the proper administration of epinephrine will increase the likelihood of timely and appropriate treatment if a person suffers from anaphylactic shock at school; now, therefore, BE IT RESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, the House of Representatives concurring, that the Department of Education is requested to establish a pilot program to make available in each Department of Education school and charter school, staff trained and authorized to administer epinephrine; and BE IT FURTHER RESOLVED that, to the extent possible, the Department of Education is requested to administer the pilot program in the following manner: (1) In each public school and charter school, placing a minimum number of trained and authorized staff members equal to the greater of one staff member per: (A) One hundred students; or (B) Floor or each school building to which students have access; and (2) Displaying in each public school and charter school building clearly legible signs stating the symptoms of anaphylaxis and the proper method for administering epinephrine; and BE IT FURTHER RESOLVED that the Department of Education is requested to submit a report of its findings and recommendations regarding the pilot program, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2026; and BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Superintendent of Education.
