4141 WHEREAS, in recent years, several disturbing incidents have occurred relating to school safety; and WHEREAS, young children often lack the capacity to properly assess and identify the potential dangers posed by the presence of individuals who are not authorized to be present on a public elementary school or state prekindergarten program's campus; and WHEREAS, additional security personnel and school resource officer posted at public elementary schools and state prekindergarten programs will improve security and safety on these campuses; and WHEREAS, the Legislature recognizes the importance of safety in public elementary schools and state prekindergarten programs to ensure that young children can learn in a safe environment; now, therefore, BE IT RESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, that the Department of Education and Department of Law Enforcement are encouraged to collaborate and enter into a memorandum of understanding for sheriffs to serve at public elementary school and state prekindergarten program campuses within the Campbell-Kapolei complex area; and BE IT FURTHER RESOLVED that the Department of Education is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Sessions of 2027 and 2028; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Superintendent of Education and Director of Law Enforcement.
