4141 WHEREAS, municipal water agencies have urged residents to conserve water due to severe drought conditions, climate change, and the Oahu-based public health crisis and environmental disaster caused by fuel released from the Red Hill Bulk Fuel Storage Facility; and WHEREAS, despite these calls for conservation, excessive water use continues for nonessential purposes, including recreational and ornamental uses, which places undue strain on the State's most precious and finite resource; and WHEREAS, water conservation is critical to maintaining human health and safety, protecting ecosystems, and ensuring the sustainability of the States economic future; now, therefore, BE IT RESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, that all entities, including firms, associations, organizations, partnerships, business trusts, corporations, companies, and government agencies, are urged to refrain from using more than one million gallons of potable water per year, per permit, for recreational or ornamental purposes; and BE IT FURTHER RESOLVED that this voluntary restriction shall not apply to recreational or ornamental uses that solely utilize recycled water; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Commission on Water Resource Management, the Director of Health, and the heads of the various county boards of water supply.
