  H.F. 160   Section 1. Section 321.285, subsection 5, paragraph a, Code 1   2023, is amended to read as follows: 2   a. Notwithstanding any other speed restrictions, the speed 3   limit for all vehicular traffic on fully controlled-access, 4   divided, multilaned highways is sixty-five miles per hour. 5   However, the speed limit for all vehicular traffic on highways 6   that are part of the interstate road system , as defined in   7   section 306.3 , is seventy seventy-five miles per hour. The 8   department may establish a speed limit of sixty-five miles per 9   hour on certain divided, multilaned highways not otherwise 10   described in this paragraph. 11   EXPLANATION 12   The inclusion of this explanation does not constitute agreement with 13   the explanations substance by the members of the general assembly. 14   Current law provides that the speed limit for all vehicular 15   traffic is 55 miles per hour (mph) unless otherwise provided 16   for by other speed restrictions. The speed limit on highways 17   that are part of the interstate road system is 70 mph. 18   This bill increases the speed limit on highways that are part 19   of the interstate road system to 75 mph. 20   A violation of a speed restriction is punishable by a 21   scheduled fine with the amount of the fine determined by the 22   speed in excess of the limit under Code section 805.8A(5) 23   (speed violations), 805.8A(10) (school bus violations), or 24   805.8A(14)(i) (road work zone violations). However, a school 25   bus violation of more than 10 mph in excess of the limit 26   is not a scheduled violation and is punishable as a simple 27   misdemeanor. A simple misdemeanor is punishable by confinement 28   for no more than 30 days or a fine of at least $105 but not more 29   than $855 or by both. 30   -1-   LSB 1996YH (1) 90   th/ns 1/ 1
