S.F. 67 Section 1. MEDICAID REIMBURSEMENT FOR MATERNITY CARE 1 INCLUDING DOULA CARE. Under both fee-for-service and managed 2 care administration of Medicaid, the department of health and 3 human services shall adopt rules pursuant to chapter 17A, 4 amend any contract with a managed care organization, and apply 5 for any Medicaid state plan amendment or waiver as may be 6 necessary to provide for maternity care including doula care. 7 For the purposes of this section, doula means a trained 8 professional who provides continuous physical, emotional, and 9 informational support to a pregnant person before, during, and 10 after childbirth to improve birth outcomes, prevent stillbirths 11 and infant deaths, and reduce maternal morbidity and mortality. 12 EXPLANATION 13 The inclusion of this explanation does not constitute agreement with 14 the explanations substance by the members of the general assembly. 15 This bill relates to maternal and child health improvements 16 under the Medicaid program by directing the department of 17 health and human services under both fee-for-service and 18 managed care administration of Medicaid to adopt rules pursuant 19 to Code chapter 17A, amend any contract with a managed care 20 organization, and apply for any Medicaid state plan amendment 21 or waiver as may be necessary to provide maternity care 22 including doula care as defined in the bill. 23 -1- LSB 1499XS (2) 90 pf/rh 1/ 1
