33 H.F. 553 Section 1. Section 298.4, subsection 1, Code 2025, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . h. To pay the costs of employing, or 3 retaining the services of, any of the following: 4 (1) A school resource officer as defined in 34 U.S.C. 5 10389. 6 (2) An individual employed by a private security business 7 who possesses a permit to carry weapons issued under section 8 724.6. For purposes of this subparagraph, private security 9 business means the same as defined in section 80A.1. 10 (3) A reserve peace officer as defined in section 80D.1A. 11 (4) A peace officer as defined in section 801.4. 12 Sec. 2. APPLICABILITY. This Act applies to school budget 13 years beginning on or after July 1, 2025. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanations substance by the members of the general assembly. 17 This bill authorizes the use of revenues from the district 18 management levy for the employment or retention of school 19 security personnel. Under current law, the board of directors 20 of a school district may certify for levy a tax on all taxable 21 property in the school district for a district management levy. 22 The bill authorizes revenues from the district management levy 23 to be expended to pay the costs of employing, or retaining 24 the services of, a school resource officer, as defined under 25 federal law; an individual employed by a private security 26 business who possesses a permit to carry weapons issued under 27 Code section 724.6 (professional permit to carry weapons); 28 a reserve peace officer as defined in Code section 80D.1A 29 (reserve peace officers); or a peace officer as defined in Code 30 section 801.4 (criminal procedure). 31 The bill applies to school budget years beginning on or after 32 July 1, 2025. 33 -1- LSB 2389YH (2) 91 jda/jh 1/ 1
