H.F. _____   DIVISION I 1   REBUILD IOWA INFRASTRUCTURE FUND 2   Section 1. REBUILD IOWA INFRASTRUCTURE FUND  3   APPROPRIATIONS. There is appropriated from the rebuild Iowa 4   infrastructure fund created in section 8.57 to the following 5   state entities for the following fiscal years, the following 6   amounts, or so much thereof as is necessary, to be used for the 7   purposes designated: 8   1. DEPARTMENT OF ADMINISTRATIVE SERVICES 9   a. For identifying, assessing, and prioritizing routine 14   and major maintenance projects at the Terrace Hill facility 15   described in section 8A.326, subsection 3: 16   FY 2025-2026: 17   . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 125,000 18   The department of administrative services shall submit a 19   report to the governor and the general assembly on or before 20   January 1, 2026, detailing the short-term and long-term 21   maintenance projects at the Terrace Hill facility as 22   identified, assessed, and prioritized by a design professional. 23   The scope of the report must include but is not limited 24   to maintenance projects for the exterior envelope of all 25   structures at the Terrace Hill facility, the reflecting pool, 26   pavement, lighting, storage, and landscaping. 27   2. DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP   28   a. (1) For deposit in the water quality initiative fund 29   created in section 466B.45 for purposes of supporting the 30   water quality initiative administered by the division of soil 31   conservation and water quality as provided in section 466B.42 , 32   including salaries, support, maintenance, and miscellaneous 33   purposes, notwithstanding section 8.57, subsection 3 , paragraph 34   c: 35   -1-   LSB 1008YC (10) 91   th/ns 1/ 20

H.F. _____   FY 2025-2026: 1   . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 8,200,000 2   (2) (a) The moneys appropriated in this lettered 3   paragraph shall be used to support demonstration projects in 4   subwatersheds as designated by the department that are part 5   of high-priority watersheds identified by the water resources 6   coordinating council. 7   (b) The moneys appropriated in this lettered paragraph 8   shall be used to support demonstration projects in watersheds 9   generally, including regional watersheds, as designated by the 10   division, and high-priority watersheds identified by the water 11   resources coordinating council. 12   (3) In supporting projects in watersheds and subwatersheds 13   as provided in subparagraph (2), all of the following apply: 14   (a) The demonstration projects must utilize water quality 15   practices as described in the latest revision of the document 16   entitled Iowa Nutrient Reduction Strategy initially presented 17   in November 2012 by the department of agriculture and land 18   stewardship, the department of natural resources, and Iowa 19   state university of science and technology. 20   (b) The division shall implement demonstration projects 21   as provided in subparagraph division (a) by providing 22   for participation by persons who hold a legal interest in 23   agricultural land used in farming. To every extent practical, 24   the division shall provide for collaborative participation by 25   such persons who hold a legal interest in agricultural land 26   located within the same subwatershed.   27   (c) The division shall implement demonstration projects on 28   a cost-share basis as determined by the division. Except for 29   edge-of-field practices, the states share of the amount shall 30   not exceed 50 percent of the estimated cost of establishing the 31   practice as determined by the division or 50 percent of the 32   actual cost of establishing the practice, whichever is less. 33   (d) The demonstration projects shall be used to educate 34   other persons about the feasibility and value of establishing 35   -2-   LSB 1008YC (10) 91   th/ns 2/ 20

The division shall promote 1   field day events for purposes of allowing interested persons to 2   establish water quality practices on such persons agricultural 3   land. 4   (e) The division shall conduct water quality evaluations 5   within supported subwatersheds. Within a reasonable period 6   after accumulating information from such evaluations, the 7   division shall create an aggregated database of water quality 8   practices. Any information identifying a person holding a 9   legal interest in agricultural land or specific agricultural 10   land shall be a confidential record. 11   (4) The moneys appropriated in this lettered paragraph 12   shall be used to support education and outreach in a manner 13   that encourages persons who hold a legal interest in 14   agricultural land used for farming to implement water quality 15   practices, including the establishment of such practices in 16   watersheds generally, and not limited to subwatersheds or 17   high-priority watersheds. 18   (5) The moneys appropriated in this lettered paragraph 19   may be used to contract with persons to coordinate the 20   implementation of efforts provided in this lettered paragraph. 21   (6) The moneys appropriated in this lettered paragraph 22   may be used by the department to support urban soil and water 23   conservation efforts, which may include but are not limited 24   to management practices related to bioretention, landscaping, 25   the use of permeable or pervious pavement, and soil quality 26   restoration. The moneys shall be allocated on a cost-share 27   basis as provided in chapter 161A . 28   (7) Notwithstanding any other provision of law to the 29   contrary, the department may use moneys appropriated in this 30   lettered paragraph to carry out the provisions of this lettered 31   paragraph on a cost-share basis in combination with other 32   moneys available to the department from a state or federal 33   source.   34   (8) Not more than 10 percent of the moneys appropriated in 35   -3-   LSB 1008YC (10) 91   th/ns 3/ 20

For purposes of section 8.33, unless 2   specifically provided otherwise, unencumbered or unobligated 3   moneys from an appropriation made in this division of this Act 4   shall not revert but shall remain available for expenditure for 5   the purposes designated until the close of the fiscal year that 6   ends two years after the end of the fiscal year for which the 7   appropriation is made. However, if the project or projects for 8   which such appropriation was made are completed in an earlier 9   fiscal year, unencumbered or unobligated moneys shall revert at 10   the close of that same fiscal year. 11   Sec. 3. Section 8.57, subsection 3, paragraph d, 12   subparagraph (1), subparagraph division (f), Code 2025, is 13   amended to read as follows: 14   (f) For the fiscal year beginning July 1, 2018, and for 15   each fiscal year thereafter, the total moneys in excess of   16   the moneys remaining wagering tax receipts received pursuant 17   to sections 99D.17 and 99F.11 not otherwise   deposited under 18   this paragraph d in the revenue bonds debt service fund, the   19   revenue bonds federal subsidy holdback fund, the vision Iowa 20   fund, the water quality infrastructure fund, the Iowa skilled   21   worker and job creation fund, and the general fund of the state 22   shall be deposited in the rebuild Iowa infrastructure fund and 23   shall be used as provided in this section   subsection . 24   Sec. 4. Section 8.57, subsection 3, paragraph d, 25   subparagraph (3), Code 2025, is amended by striking the 26   subparagraph. 27   Sec. 5. Section 12.72, subsection 3, Code 2025, is amended   28   to read as follows: 29   3. Moneys   Notwithstanding section 8.33, moneys in the 30   vision Iowa fund are not subject to section 8.33 that remain 31   unencumbered or unobligated at the close of a fiscal year shall   32   be deposited in the rebuild Iowa infrastructure fund created 33   in section 8.57   . Notwithstanding section 12C.7, subsection 2 , 34   interest or earnings on moneys in the fund shall be credited 35   -10-   LSB 1008YC (10) 91   th/ns 10/ 20

H.F. _____   to the fund. 1   Sec. 6. Section 15.261, subsection 3, Code 2025, is amended 2   to read as follows: 3   3. Notwithstanding section 12C.7, subsection 2 , interest or 4   earnings on moneys deposited in the vacant buildings demolition 5   fund shall be credited to the vacant buildings demolition 6   fund. Notwithstanding section 8.33 , moneys credited to   in the 7   vacant buildings demolition fund that remain unencumbered or 8   unobligated at the close of a fiscal year   shall not revert at 9   the close of a fiscal year be deposited in the rebuild Iowa 10   infrastructure fund created in section 8.57   . 11   Sec. 7. Section 15.262, subsection 3, Code 2025, is amended 12   to read as follows: 13   3. Notwithstanding section 12C.7, subsection 2 , interest 14   or earnings on moneys deposited in the vacant buildings 15   rehabilitation fund shall be credited to the vacant buildings 16   rehabilitation fund. Notwithstanding section 8.33 , moneys 17   credited to   in the vacant buildings rehabilitation fund 18   that remain unencumbered or unobligated at the close of a   19   fiscal year shall not revert at the close of a fiscal year be 20   deposited in the rebuild Iowa infrastructure fund created in   21   section 8.57 . 22   Sec. 8. EFFECTIVE DATE. The following, being deemed of 23   immediate importance, take effect upon enactment: 24   1. EFFECTIVE DATE. This division of this Act, being 9   deemed of immediate importance, takes effect upon enactment. 10   DIVISION IV 11   DISTRICT COURT FURNISHINGS 12   Sec. 16. Section 602.1303, subsection 1, Code 2025, is 13   amended by adding the following new paragraph: 14   NEW PARAGRAPH   . d. A county shall provide furnishings for 15   the use of judicial officers, referees, and their staff. 16   Sec. 17. Section 602.11101, subsection 1, paragraph e, 17   subparagraph (2), Code 2025, is amended to read as follows: 18   (2) (a)   Until July 1, 1986, the county shall remain 19   responsible for the compensation of and operating costs for 20   court employees not presently designated for state financing 21   and for miscellaneous costs of the judicial branch related to 22   furnishings, supplies, and equipment purchased, leased, or 23   maintained for the use of judicial officers, referees, and 24   their staff. 25   (b)   Effective July 1, 1986, except as provided in 26   subparagraph division (c) or (d), as applicable, the state 27   shall assume the responsibility for the compensation of and 28   operating costs for court employees presently designated for 29   state financing and for miscellaneous costs of the judicial 30   branch related to furnishings, supplies, and equipment 31   purchased, leased, or maintained for the use of judicial 32   officers, referees, and their staff. However, the county 33   shall at all times remain responsible for the provision of 34   suitable courtrooms, offices, and other physical facilities 35   -17-   LSB 1008YC (10) 91   th/ns 17/ 20

H.F. _____   pursuant to section 602.1303, subsection 1 , including paint, 1   wall covering, and fixtures in the facilities. In addition,   2   however, effective 3   (c) Effective July 1, 2023, except as provided in 4   subparagraph division (d),   if a county expends moneys for the 5   renovation or construction of suitable courtrooms, offices, and 6   other physical facilities pursuant to section 602.1303 , that 7   requires the purchase of furnishings, supplies, and equipment 8   for the use of judicial officers, referees, and their staff as 9   a result of that renovation or construction, the state shall be 10   responsible for only seventy-five percent of the cost of the 11   purchase. 12   (d)   Effective July 1, 2025, the state is not responsible 13   for the cost of furnishings purchased, leased, or maintained   14   for the use of judicial officers, referees, and their staff in 15   physical facilities described in section 602.1303, subsection 16   1. 17   EXPLANATION 18   The inclusion of this explanation does not constitute agreement with 19   the explanations substance by the members of the general assembly. 20   This bill relates to and makes appropriations from the 21   rebuild Iowa infrastructure fund (RIIF) and the technology 22   reinvestment fund (TRF) and provides for related matters. The 23   bill is organized by divisions. 24   REBUILD IOWA INFRASTRUCTURE FUND. The bill appropriates 25   project funding for multiple fiscal years from RIIF for 26   projects for the departments of administrative services, 27   agriculture and land stewardship, the blind, corrections, 28   education, natural resources, public defense, public safety, 29   and transportation, and for the economic development authority, 30   Iowa law enforcement academy, Iowa state fair authority, board 31   of regents, and treasurer of state. 32   Code sections 12.72 (vision Iowa fund), 15.261 (vacant 33   buildings demolition fund), and 15.262 (vacant buildings 34   rehabilitation fund) are amended to provide that, at the close 35   -18-   LSB 1008YC (10) 91   th/ns 18/ 20

H.F. _____   of each fiscal year (including FY 2024-2025), unencumbered 1   and unobligated moneys in each of the respective funds must 2   be deposited in RIIF. These provisions take effect upon 3   enactment. The bill also makes corrective changes to Code 4   section 8.57 (RIIF) based on changes to the Code section 5   enacted in 2023 and 2024 and future repeals of certain deposits 6   set forth in the Code section. 7   TECHNOLOGY REINVESTMENT FUND. The bill appropriates 8   project funding for FY 2025-2026 from TRF for projects 9   for the departments of corrections, education, health 10   and human services, homeland security and emergency 11   management, management, and public defense, and for the 12   economic development authority and treasurer of state. Code 13   section 8.57C (TRF) is amended to provide that the standing 14   appropriation to TRF from the general fund for fiscal years 15   beginning on or after July 1, 2025, is changed to fiscal years 16   beginning on or after July 1, 2026, and to provide for an 17   appropriation to TRF from RIIF for FY 2025-2026. 18   CHANGES TO PRIOR APPROPRIATIONS. The bill delays the 19   reversion of an FY 2021-2022 appropriation from RIIF to the 20   department of corrections for the remodel and expansion of the 21   kitchen and visitation areas at the Clarinda treatment complex, 22   an FY 2022-2023 appropriation from RIIF to the department of 23   corrections for kitchen equipment at the Clarinda treatment 24   complex and various infrastructure projects at correctional 25   facilities, and an FY 2021-2022 appropriation from RIIF to 26   the legislative branch for the repair and renovation of the 27   domes of the Iowa state capitol and other Iowa state capitol 28   maintenance projects. The bill amends an FY 2024-2025 29   appropriation from RIIF to the department of administrative 30   services that was allocated for use to improve and repair the 31   steps on the west side of the exterior of the capitol building 32   by making the previously allocated moneys also available for 33   projects on the east side of the exterior of the capitol 34   building and for signs on the state capitol complex grounds by 35   -19-   LSB 1008YC (10) 91   th/ns 19/ 20

H.F. _____   the close of FY 2025-2026. These provisions take effect upon 1   enactment. 2   DISTRICT COURT FURNISHINGS. Under current law, the 3   state is responsible for 75 percent of the costs to purchase 4   furnishings, supplies, and equipment for the use of judicial 5   officers, referees, and their staff if a county expends moneys 6   for the renovation or construction of suitable courtrooms, 7   offices, and other physical facilities of a district court. 8   The bill provides that counties, rather than the state, are 9   responsible for providing furnishings for physical facilities 10   of a district court. 11   -20-   LSB 1008YC (10) 91   th/ns 20/ 20
