33 S.F. 489 Section 1. Section 307.22, Code 2025, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 7. Ensure equal representation between 3 governmental and nongovernmental entities in developing 4 statewide urban design specifications. 5 EXPLANATION 6 The inclusion of this explanation does not constitute agreement with 7 the explanations substance by the members of the general assembly. 8 Under current law, the department of transportation (DOT) 9 is responsible for, among other things, certain planning 10 and programming activities. These responsibilities include 11 planning all modes of transportation to develop an integrated 12 transportation system that provides adequate transportation 13 services for all Iowans; developing and maintaining statistical 14 data; establishing, analyzing, and evaluating alternative 15 transportation policies; coordinating planning efforts across 16 the DOTs divisions; annually reporting on the condition and 17 details of nonprimary highways; and studying and developing 18 highway transport economics to ensure the availability and 19 productivity of highway transport services. 20 This bill adds to the DOTs planning and programming 21 responsibilities a requirement to ensure equal representation 22 between governmental and nongovernmental entities in developing 23 statewide urban design specifications. 24 -1- LSB 2591SV (1) 91 th/ns 1/ 1
