  S.F. _____ H.F. _____   assessment system that allows teachers to screen and monitor 1   student literacy skills from prekindergarten through grade 2   six. The department may charge school districts and accredited 3   nonpublic schools a fee for the system not to exceed the actual 4   costs to purchase a statewide license for the early warning 5   assessment minus the moneys received by the department under 6   this subsection. The fee shall be determined by dividing the 7   actual remaining costs to purchase the statewide license for 8   the school year by the number of pupils assessed under the 9   system in the current fiscal year. School districts may use 10   moneys received pursuant to section 257.10, subsection 11 , and 11   moneys received for purposes of implementing section 279.68, 12   subsection 2 , to pay the early warning assessment system fee. 13   16. IOWA READING RESEARCH CENTER 14   a. For purposes of the Iowa reading research center in 15   order to implement, in collaboration with the area education 16   agencies, the provisions of section 256.9, subsection 49 , 17   paragraph c: 18   . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,500,000 19   b. From moneys appropriated in this subsection, not more 20   than $250,000 shall be used for collaborations with the state 21   board of education relating to the approval of practitioner 22   preparation programs pursuant to section 256.7, subsection 3 , 23   paragraph c, and with the board of educational examiners for 24   the establishment and continuing oversight of the advanced 25   dyslexia specialist endorsement pursuant to section 256.146, 26   subsection 21. For the fiscal year beginning July 1, 2025, and 27   ending June 30, 2026, the center shall submit a report to the 28   general assembly detailing the expenditures of moneys used for 29   purposes of this paragraph b. 30   c. Of the moneys appropriated in this subsection for 13   distribution to area education agencies, $200,000 shall be 14   used for purposes of implementing a childrens grief and loss 15   rural pilot program to serve Iowa children in rural school 16   districts or accredited nonpublic schools. The pilot program 17   shall be administered by, and the moneys allocated pursuant to 18   this paragraph shall be distributed to, an existing statewide 19   not-for-profit health care organization that currently provides 20   grief and loss services to children. For the fiscal year 21   beginning July 1, 2025, and ending June 30, 2026, the health 22   care organization receiving moneys pursuant to this paragraph 23   shall prepare a report, in collaboration with the department 24   of education, detailing the expenditures of moneys used for 25   the purposes of this program and its outcomes, which shall be 26   submitted to the general assembly by September 30, 2026. 27   19. BEST BUDDIES IOWA   28   a. For school districts to create opportunities for 29   one-to-one friendships, integrated employment, and leadership 30   development for students with intellectual and developmental 31   disabilities: 32   . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 35,000 33   b. Section 256.177, subsection 4, Code 2025, is   29   amended by striking the subsection. 30   Sec. 13. Section 256.189, Code 2025, is amended by adding 31   the following new subsection: 32   NEW SUBSECTION . 3. An Iowa tuition grants fund is 33   established in the state treasury. Section 256.191, Code 2025, is amended by adding 16   the following new subsection: 17   NEW SUBSECTION   . 8. Fund established. An Iowa tuition 18   grants for-profit institutions fund is established in the state 19   treasury. The fund shall be administered by the commission 20   and shall consist of moneys appropriated by the general 21   assembly and other moneys received by the commission for 22   deposit in the fund. The moneys in the fund are appropriated 23   to the commission for purposes of providing tuition grants to 24   qualified students who are enrolled in eligible institutions. 25   Notwithstanding section 8.33, moneys in the fund at the close 26   of the fiscal year shall not revert to the general fund of 27   the state but shall remain available for expenditure for 28   purposes of providing tuition grants to qualified students who 29   are enrolled in eligible institutions for subsequent fiscal 30   years. Notwithstanding section 12C.7, subsection 2, interest 31   or earnings on moneys in the fund shall be credited to the 32   fund and are appropriated to the commission for purposes of 33   administering any scholarship or grant program described in 34   this subchapter VII, part 4. 35   -19-   LSB 1012XG (13) 91   jda/jh   19/ 34

Notwithstanding section 8.33, moneys in the 10   fund at the close of the fiscal year shall not revert to 11   the general fund of the state but shall remain available for 12   expenditure for purposes of providing vocational-technical 13   tuition grants pursuant to this section for subsequent fiscal 14   years. Notwithstanding section 12C.7, subsection 2, interest 15   or earnings on moneys in the fund shall be credited to the 16   fund and are appropriated to the commission for purposes of 17   administering any scholarship or grant program described in 18   this subchapter VII, part 4. 19   Sec. 16. Section 256.194, subsections 1, 2, and 3, Code 20   2025, are amended to read as follows: 21   1. Any moneys appropriated to the 15   department of education for purposes of the scholarship and 16   tuition grant reserve fund established pursuant to section 17   256.193 that remain unencumbered or unobligated as of July 1, 18   2025, shall be transferred to the general fund of the state. 19   Sec. 18. TRANSFER OF UNENCUMBERED OR UNOBLIGATED MONEYS 20   TO IOWA TUITION GRANTS FUND, IOWA TUITION GRANTS FOR-PROFIT 21   INSTITUTIONS FUND, AND VOCATIONAL-TECHNICAL TUITION GRANTS 22   FUND. 23   1. Any moneys appropriated to the department of education 24   prior to the fiscal year beginning July 1, 2025, for purposes 25   of providing tuition grants to qualified students who are 26   enrolled in accredited private institutions pursuant to section 27   256.194, subsection 1, that remain unencumbered or unobligated 28   as of July 1, 2025, shall be transferred to the Iowa tuition 29   grants fund established in section 256.189, subsection 3, as 30   enacted in this division of this Act. 31   2. Any moneys appropriated to the department of education 32   prior to the fiscal year beginning July 1, 2025, for purposes 33   of providing tuition grants to qualified students who are 34   enrolled in eligible institutions pursuant to section 256.194, 35   -21-   LSB 1012XG (13) 91   jda/jh   21/ 34                   

  S.F. _____ H.F. _____   subsection 2, that remain unencumbered or unobligated as of 1   July 1, 2025, shall be transferred to the Iowa tuition grants 2   for-profit institutions fund established in section 256.191, 3   subsection 8, as enacted in this division of this Act. 4   3. Any moneys appropriated to the department of education 5   prior to the fiscal year beginning July 1, 2025, for 6   purposes of vocational-technical tuition grants pursuant to 7   section 256.194, subsection 3, that remain unencumbered or 8   unobligated as of July 1, 2025, shall be transferred to the 9   vocational-technical tuition grants fund established in section 10   256.192, subsection 8, as enacted in this division of this Act. 11   Sec. 19. REPEAL. Section 256.193, Code 2025, is repealed. 12   DIVISION VI 13   STATE PROGRAM ALLOCATION 14   Sec. 20. Section 284.13, subsection 1, paragraphs a, b, c, 15   e, f, and g, Code 2025, are amended to read as follows: 16   a. (1)   For the fiscal year beginning July 1, 2024 2025 , 17   and ending June 30, 2025   2026 , to the department, the amount of 18   five hundred eight thousand two hundred fifty dollars for the 19   issuance of national board certification awards in accordance 20   with section 256.44 . 21   (2)   Of the amount allocated under this paragraph, not less 22   than eighty-five thousand dollars shall be used to administer 23   the ambassador to education position in accordance with section 24   256.45 . 25   (3)   Of the amount allocated under this paragraph, moneys in 26   excess of the amount necessary for the purposes set forth in 27   subparagraphs (1) and (2) are appropriated to the department 28   for purposes of providing stipends to individuals who receive 29   an advanced dyslexia specialist endorsement from the board of   30   educational examiners. The department shall establish the 31   amount of the stipend based on the availability of moneys for   32   such purpose. 33   b. For the fiscal year beginning July 1, 2024   2025 , and 34   ending June 30, 2025 2026 , up to seven hundred twenty-eight 35   -22-   LSB 1012XG (13) 91   jda/jh   22/ 34                      

  S.F. _____ H.F. _____   thousand two hundred sixteen dollars to the department for 1   purposes of implementing the professional development program 2   requirements of section 284.6 , assistance in developing model 3   evidence for teacher quality committees established pursuant to 4   section 284.4, subsection 1 , paragraph b , and the evaluator 5   training program in section 284.10 . A portion of the funds 6   allocated to the department for purposes of this paragraph may 7   be used by the department for administrative purposes and for 8   not more than four full-time equivalent positions. 9   c. For the fiscal year beginning July 1, 2024   2025 , 10   and ending June 30, 2025   2026 , an amount up to one million 11   seventy-seven thousand eight hundred ten dollars to the 12   department for the establishment of teacher development 13   academies in accordance with section 284.6, subsection 10 . A 14   portion of the funds allocated to the department for purposes 15   of this paragraph may be used for administrative purposes. 16   e. For the fiscal year beginning July 1, 2024   2025 , and 17   ending June 30, 2025   2026 , to the department an amount up to 18   fifty thousand dollars for purposes of the fine arts beginning 19   teacher mentoring program established under section 256.34 . 20   f. For the fiscal year beginning July 1, 2024   2025 , and 21   ending June 30, 2025 2026 , to the department an amount up 22   to six hundred twenty-six thousand one hundred ninety-one 23   dollars shall be used by the department for a delivery system, 24   in collaboration with area education agencies, to assist in 25   implementing the career paths and leadership roles considered 26   pursuant to sections 284.15 , 284.16 , and 284.17 , including but 27   not limited to planning grants to school districts and area 28   education agencies, technical assistance for the department, 29   technical assistance for districts and area education agencies, 30   training and staff development, and the contracting of external 31   expertise and services. In using moneys allocated for purposes 32   of this paragraph, the department shall give priority to school 33   districts with certified enrollments of fewer than six hundred   34   students. For the fiscal year beginning July 1, 2025   2026 , and 4   for each subsequent fiscal year, to the department, ten 5   million dollars for purposes of implementing the supplemental 6   assistance for high-need schools provisions of section 284.11 . 7   Annually, of the moneys allocated to the department for 8   purposes of this paragraph, up to one hundred thousand dollars 9   may be used by the department for administrative purposes and 10   for not more than one full-time equivalent position. 11   DIVISION VII 12   COURT REPORTER EQUIPMENT GRANT PROGRAM 13   Sec. 21. DEPARTMENT OF EDUCATION  COURT REPORTER 14   EQUIPMENT GRANT PROGRAM. There is appropriated from the 15   general fund of the state to the department of education for 16   the fiscal year beginning July 1, 2025, and ending June 30, 17   2026, the following amount, or so much thereof as is necessary, 18   to be used for the purposes designated: 19   For deposit in the court reporter equipment grant program 20   fund created in section 256.231, as enacted by this Act: 21   . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 50,000 22   Sec. 22. NEW SECTION   . 256.231 Court reporter equipment 23   grant program. 24   1. A court reporter equipment grant program is established 25   to be administered by the college student aid commission. A 26   person is eligible to apply for a grant award under the program 27   if the person is enrolled in a court reporter training program 28   in this state. 29   2. Each applicant for the court reporter equipment grant 30   program shall, in accordance with the rules of the commission, 31   complete and file an application for a grant award. The 32   individual shall be responsible for the prompt submission of 33   any information required by the commission. 34   3. A recipient of a grant under the court reporter equipment 35   -24-   LSB 1012XG (13) 91   jda/jh   24/ 34     

  S.F. _____ H.F. _____   grant program must use the moneys awarded by the college 1   student aid commission for the purchase of court reporter 2   equipment and software for the court reporter training program 3   in which the recipient is participating. 4   4. The college student aid commission shall do all of the 5   following: 6   a. Establish the evaluation criteria to be used in 7   evaluating applications submitted under this section. The 8   college student aid commission shall give priority to 9   applicants who are doing court-related work. 10   b. Establish grant application materials, eligibility 11   requirements, award criteria, and award amounts. 12   5. A court reporter equipment grant program fund is created 13   in the state treasury under the control of the college student 14   aid commission. All moneys deposited or paid into the fund 15   are appropriated to the college student aid commission to 16   be used for grants awarded as provided under this section. 17   Notwithstanding section 8.33, moneys in the fund that remain 18   unencumbered or unobligated at the close of a fiscal year shall 19   not revert but shall remain available for expenditure for the 20   purposes designated. Notwithstanding section 12C.7, subsection 21   2, interest or earnings on moneys in the fund shall be credited 22   to the fund. 23   6. The college student aid commission shall adopt rules 24   pursuant to chapter 17A to administer this section. 25   Sec. 23. REPEAL. Sections 15.485 and 15.486, Code 2025, 26   are repealed. 27   Sec. 24. COURT REPORTER EQUIPMENT INCENTIVE FUND 28    TRANSFER TO COURT REPORTER EQUIPMENT GRANT PROGRAM 29   FUND. Unencumbered and unobligated moneys remaining in the 30   court reporter equipment incentive fund established pursuant 31   to section 15.486, Code 2025, on the effective date of this 32   division of this Act, are transferred to the court reporter 33   equipment grant program fund created in section 256.231, as 34   enacted by this Act. 35   -25-   LSB 1012XG (13) 91   jda/jh   25/ 34  

  S.F. _____ H.F. _____   Sec. 25. CODE EDITOR DIRECTIVE. The Code editor shall 1   designate section 256.231, as enacted by this Act, as a new 2   subpart within chapter 256, subchapter VII, part 4, entitled 3   court reporter equipment grant program. 4   DIVISION VIII 5   COLLEGE STUDENT AID COMMISSION PROGRAMS 6   Sec. 26. Section 256.212, subsection 6, Code 2025, is 7   amended to read as follows: 8   6. Fund established. An all Iowa opportunity scholarship 9   fund is created in the state treasury as a separate fund under 10   the control of the commission. All moneys deposited or paid 11   into the fund are appropriated and made available to the 12   commission to be used for scholarships for students meeting 13   the requirements of this section . Notwithstanding section 14   8.33 , any balance in the fund on June 30 of each fiscal year 15   shall not revert to the general fund of the state, but shall 16   be available for purposes of this section in subsequent fiscal 17   years. Notwithstanding section 12C.7, subsection 2, interest   18   or earnings on moneys in the fund shall be credited to the fund   19   and are appropriated to the college student aid commission 20   for purposes of administering any program described in this   21   subchapter VII, part 4. 22   Sec. 27. Section 256.218, subsection 6, Code 2025, is 23   amended to read as follows: 24   6. A teach Iowa scholar fund is established in the state 25   treasury. The fund shall be administered by the commission and 26   shall consist of moneys appropriated by the general assembly 27   and any other moneys received by the commission for deposit 28   in the fund, including payments collected by the commission 29   pursuant to section 256.219, subsection 7 . The moneys in the 30   fund are appropriated to the commission for the teach Iowa 31   scholar program. Notwithstanding section 8.33 , moneys in 32   the fund at the close of the fiscal year shall not revert to 33   the general fund of the state but shall remain available for 34   expenditure for the teach Iowa scholar program for subsequent 35   -26-   LSB 1012XG (13) 91   jda/jh   26/ 34

Notwithstanding section 12C.7, subsection 2 , 1   interest or earnings on moneys in the fund shall be credited 2   to the fund and are appropriated to the college student aid   3   commission for purposes of administering any program described 4   in this subchapter VII, part 4   . 5   Sec. 28. Section 256.226, subsection 10, Code 2025, is 6   amended to read as follows: 7   10. Trust fund established. A rural veterinary care trust 8   fund is created in the state treasury as a separate fund under 9   the control of the commission. The commission may accept 10   gifts, grants, bequests, and other private contributions, as 11   well as state or federal moneys, for deposit in the fund. The 12   commission shall remit all repayments made pursuant to this 13   section to the rural veterinary care trust fund. All moneys 14   deposited or paid into the trust fund are appropriated and 15   made available to the commission to be used for meeting the 16   requirements of this section and increasing the number of 17   veterinarians participating in the program. Moneys in the 18   fund up to the total amount that an eligible individual may 19   receive for an eligible loan in accordance with this section 20   and upon fulfilling the requirements of subsection 4 , shall be 21   considered encumbered for the duration of the agreement entered 22   into pursuant to subsection 4 . Notwithstanding section 8.33 , 23   any balance in the fund on June 30 of each fiscal year shall not 24   revert to the general fund of the state, but shall be available 25   for purposes of this section and to increase the number of 26   veterinarians participating in the program in subsequent fiscal 27   years. Notwithstanding section 12C.7, subsection 2, interest   28   or earnings on moneys in the fund shall be credited to the fund 29   and are appropriated to the college student aid commission   30   for purposes of administering any program described in this 31   subchapter VII, part 4.   32   Sec. 29. Section 256.228, subsection 5, Code 2025, is   33   amended to read as follows: 34   5. Fund created. A future ready Iowa skilled workforce 35   -27-   LSB 1012XG (13) 91   jda/jh   27/ 34

All 2   moneys deposited or paid into the fund are appropriated and 3   made available to the commission to be used for scholarships 4   awarded as provided under this section . Notwithstanding 5   section 8.33 , any balance in the fund on June 30 of each fiscal 6   year shall not revert to the general fund of the state, but 7   shall be available for purposes of this section in subsequent 8   fiscal years. Notwithstanding section 12C.7, subsection 2,   9   interest or earnings on moneys in the fund shall be credited 10   to the fund and are appropriated to the college student aid   11   commission for purposes of administering any program described 12   in this subchapter VII, part 4. 13   Sec. 30. Section 256.229, subsection 5, Code 2025, is 14   amended to read as follows: 15   5. Fund created. A future ready Iowa skilled workforce 16   grant fund is created in the state treasury as a separate fund 17   under the control of the commission. All moneys deposited or 18   paid into the fund are appropriated and made available to the 19   commission to be used for grants awarded as provided under this 20   section . Notwithstanding section 8.33 , any balance in the fund 21   on June 30 of each fiscal year shall not revert to the general 22   fund of the state, but shall be available for purposes of this 23   section in subsequent fiscal years. Notwithstanding section   24   12C.7, subsection 2, interest or earnings on moneys in the 25   fund shall be credited to the fund and are appropriated to the 26   college student aid commission for purposes of administering 27   any program described in this subchapter VII, part 4. 28   Sec. 31. Section 256.230, subsection 8, Code 2025, is 29   amended to read as follows: 30   8. Fund created. An Iowa workforce grant and incentive 31   program fund is created in the state treasury under the control 32   of the commission. All moneys deposited or paid into the 33   fund are appropriated to the commission to be used for grants 34   and incentive payments awarded as provided in this section . 35   -28-   LSB 1012XG (13) 91   jda/jh   28/ 34            

  S.F. _____ H.F. _____   Notwithstanding section 8.33 , moneys in the fund that remain 1   unencumbered or unobligated at the close of a fiscal year shall 2   not revert but shall remain available for expenditure for the 3   purposes designated. Notwithstanding section 12C.7, subsection 4   2 , interest or earnings on moneys in the fund shall be credited 5   to the fund and are appropriated to the college student aid   6   commission for purposes of administering any program described 7   in this subchapter VII, part 4 . 8   DIVISION IX 9   AREA EDUCATION AGENCIES 10   Sec. 32. REDUCTION  SPECIAL EDUCATION SUPPORT SERVICES 11   DISTRICT COST. Notwithstanding section 257.10, subsection 12   7, the state aid for school districts for special education 13   support services and the portion of the combined district cost 14   calculated for school districts for the fiscal year beginning 15   July 1, 2025, and ending June 30, 2026, shall be reduced by 16   the department of management by $32,500,000. The reduction 17   for each area education agency shall be prorated based on the 18   weighted enrollment for special education support services for 19   the budget year. 20   Sec. 33. Section 257.35, subsection 2, Code 2025, is amended 21   to read as follows: 22   2. Notwithstanding the deduction and payment under 23   subsection 1 , the amounts specified for school districts and 24   area education agencies in subsection 1 , paragraph a , for the 25   fiscal year beginning July 1, 2024, and each succeeding fiscal   26   year ending June 30, 2025 , shall be reduced by the department 27   of management by seven million five hundred thousand dollars. 28   The department of management shall calculate a reduction such 29   that such amounts shall be reduced proportionally to the amount 30   that the district or agency would otherwise have received 31   under this section if the reduction imposed pursuant to this 32   subsection did not apply. 33   Sec. 34. Section 257.35, Code 2025, is amended by adding the 34   following new subsection: 35   -29-   LSB 1012XG (13) 91   jda/jh   29/ 34        

  S.F. _____ H.F. _____   NEW SUBSECTION . 19A. The director of the department of 1   management may deduct the following from the state aid due to 2   each school district pursuant to this chapter and shall pay the 3   amounts to the respective area education agencies on a monthly 4   basis from September 15 through June 15 during each school year 5   for purposes of providing services to students enrolled in 6   nonpublic schools within the boundaries of the area education 7   agency: 8   a. The amount calculated for media services for the school 9   district that is attributable to the number of students 10   enrolled in nonpublic schools within the school district who 11   are provided with media services by an area education agency. 12   b. The amount calculated for educational services for the 13   school district that is attributable to the number of students 14   enrolled in nonpublic schools within the school district who 15   are provided with educational services by an area education 16   agency. 17   EXPLANATION 18   The inclusion of this explanation does not constitute agreement with 19   the explanations substance by the members of the general assembly. 20   This bill relates to and makes appropriations to the 21   education system. The bill appropriates moneys for FY 22   2025-2026 from the general fund of the state and other funds 23   to the department for the blind, department of education, and 24   state board of regents and its institutions. The bill is 25   organized by divisions. 26   DEPARTMENT FOR THE BLIND. The bill appropriates moneys to 27   the department for the blind for its administration. 28   DEPARTMENT OF EDUCATION. The bill appropriates moneys to 29   the department of education for purposes of the departments 30   general administration; career and technical education 31   administration; public broadcasting division; career and 32   technical education reimbursement; school food service;   33   expansion of the federal Individuals with Disabilities 34   Education Improvement Act birth through age three services; 35   -30-   LSB 1012XG (13) 91   jda/jh   30/ 34   

  S.F. _____ H.F. _____   early head start projects; the student achievement and teacher 1   quality program; statewide student assessment; statewide 2   clearinghouse to expand work-based learning; postsecondary 3   summer classes for high school students program; jobs 4   for Americas graduates specialists; attendance center 5   performance/general internet site and data system support; 6   successful progression for early readers; an early warning 7   system for literacy; the Iowa reading research center; computer 8   science professional development incentive fund; childrens 9   mental health school-based training and support; school 10   districts for students with intellectual and developmental 11   disabilities; distribution to the midwestern higher education 12   compact to pay Iowas member state annual obligation; community 13   colleges; the Iowa school for the deaf and Iowa educational 14   services for the blind and visually impaired program; the 15   science, technology, engineering, and mathematics collaborative 16   initiative; the therapeutic classroom incentive fund; the 17   administration of an online state job posting system; the 18   LEAD-K program; division of special education; professional 19   development; and the administration and various programs of the 20   college student aid commission. 21   The bill also appropriates moneys from the Iowa skilled 22   worker and job creation fund to the department of education for 23   various purposes. 24   STATE BOARD OF REGENTS. The bill appropriates moneys to 25   the state board of regents for the board office, universities 26   general operating budgets, the western Iowa regents resource 27   center, the state university of Iowa, the Iowa state university 28   of science and technology, and the university of northern Iowa. 29   STANDING APPROPRIATIONS. For FY 2025-2026, the bill   30   limits the appropriations associated with programs for at-risk 31   children under Code section 279.51 and the appropriations 32   associated with the payment of claims for transportation 33   services to nonpublic school pupils under Code section 285.2. 34   Additionally, the bill eliminates the appropriations associated 35   -31-   LSB 1012XG (13) 91   jda/jh   31/ 34  

  S.F. _____ H.F. _____   with the work-study program under Code section 256.209 and 1   instructional support state aid under Code section 257.20 for 2   FY 2025-2026. 3   IOWA TUITION GRANTS. Current Code section 256.194 4   appropriates moneys to the college student aid commission 5   for tuition grants to qualified students who are enrolled in 6   accredited private institutions or eligible institutions and 7   for vocational-technical tuition grants. The bill modifies 8   Code section 256.194 to appropriate moneys to the college 9   student aid commission for deposit in funds for these same 10   purposes, and the bill establishes such funds in the state 11   treasury to be administered by the college student aid 12   commission. Moneys appropriated prior to FY 2025-2026 for 13   these tuition grants are transferred to the funds. The bill 14   increases the standing appropriation for tuition grants for 15   qualified students enrolled in accredited private institutions 16   under Code section 256.194(1) or eligible institutions under 17   Code section 256.194(2). 18   Current Code section 256.193 establishes a scholarship and 19   tuition grant reserve fund to assure that financial assistance 20   will be available to certain specified students who are awarded 21   scholarships or tuition grants through the college student aid 22   commission. The bill repeals Code section 256.193 and makes 23   conforming changes. Any moneys appropriated to the department 24   of education for purposes of the scholarship and tuition grant 25   reserve fund that remain unencumbered or unobligated as of July 26   1, 2025, are transferred to the general fund of the state. 27   STATE PROGRAM ALLOCATION. Code section 284.13 establishes   28   how moneys appropriated for purposes of the student achievement 29   and teacher quality program are to be allocated. The bill 30   extends such allocations to FY 2025-2026. The bill provides 31   that beginning in FY 2026-2027, of the moneys appropriated 32   for purposes of the student achievement and teacher quality 33   program, the final priority for the allocation is $10 million 34   for purposes of implementing the supplemental assistance for 35   -32-   LSB 1012XG (13) 91   jda/jh   32/ 34  

  S.F. _____ H.F. _____   high-need schools provisions of Code section 284.11. 1   COURT REPORTER EQUIPMENT GRANT PROGRAM. The bill 2   establishes a court reporter equipment grant program and 3   requires the college student aid commission to administer the 4   program. A person is eligible to apply for a grant award under 5   the grant program if the person is enrolled in a court reporter 6   training program in this state. A recipient of a grant under 7   the grant program must use the moneys awarded by the college 8   student aid commission for the purchase of court reporter 9   equipment and software for the court reporter training program 10   in which the recipient is participating. The bill requires the 11   college student aid commission to adopt rules to administer the 12   grant program. 13   The bill establishes a court reporter equipment grant 14   program fund and appropriates moneys from the general fund of 15   the state to the grant program fund in FY 2025-2026. 16   The bill repeals Code sections 15.485 and 15.486, which 17   established the court reporter equipment grant program and the 18   court reporter equipment incentive fund. The bill transfers 19   moneys to the new fund from the previous fund. 20   COLLEGE STUDENT AID COMMISSION PROGRAMS. The bill provides 21   that any interest or earnings on moneys in any of the following 22   funds may be used by the college student aid commission 23   for purposes of administering any program described in Code 24   chapter 256, subchapter VII, part 4: the all Iowa opportunity 25   scholarship program, the teach Iowa scholar program, the 26   rural veterinarian loan repayment program, the future ready 27   Iowa skilled workforce last-dollar scholarship program, the 28   future ready Iowa skilled workforce grant program, and the Iowa 29   workforce grant and incentive program. 30   AREA EDUCATION AGENCIES. The bill provides that, 31   notwithstanding Code section 257.10(7), the state aid for 32   school districts for special education support services and the 33   portion of the combined district cost calculated for school 34   districts for FY 2025-2026, shall be reduced by the department 35   -33-   LSB 1012XG (13) 91   jda/jh   33/ 34

The reduction for each area education agency 1   shall be prorated based on the weighted enrollment for special 2   education support services for the budget year. 3   Current Code section 257.35(2) requires the department of 4   management to reduce the amounts specified for school districts 5   and area education agencies in Code section 257.35(1)(a) by 6   $7.5 million for the fiscal year beginning July 1, 2024, and 7   each succeeding fiscal year. The bill modifies this provision 8   to provide that the department of management shall only make 9   such reduction for the fiscal year beginning July 1, 2024, and 10   ending June 30, 2025. 11   The bill authorizes the director of the department of 12   management to deduct from the state aid due to each school 13   district pursuant to Code chapter 257 (financing school 14   programs) the amount calculated for media services for the 15   school district that is attributable to the number of students 16   enrolled in nonpublic schools within the school district 17   who are provided with media services by an area education 18   agency and the amount calculated for educational services 19   for the school district that is attributable to the number 20   of students enrolled in nonpublic schools within the school 21   district who are provided with educational services by an 22   area education agency. The director of the department of 23   management is required to pay such amounts to the respective 24   area education agencies on a monthly basis during each school 25   year for purposes of providing services to students enrolled in 26   nonpublic schools within the boundaries of the area education 27   agency. 28   -34-   LSB 1012XG (13) 91   jda/jh   34/ 34
