20 | 20 | | 10 sufficient and sustainable funding for safe and affordable |

21 | 21 | | 11 child care services and programs. The need for this policy is |

22 | 22 | | 12 based on studies which suggest that affordable child care |
---|
23 | 23 | | 13 increases maternal employment and that high-quality child care |

24 | 24 | | 14 can increase children's educational attainment, labor force |

25 | 25 | | 15 participation, and earnings as adults. |
