11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB0004 Introduced , by Rep. La Shawn K. Ford SYNOPSIS AS INTRODUCED: New Act Creates the Universal Child Care Demonstration Program Act. Requires the Department of Human Services to establish and administer a 5-year statewide Universal Child Care Demonstration Program to provide grants to eligible entities to develop, expand, and provide high-quality and affordable child care services for children age 0 to 6 years old regardless of family income. Provides that grants awarded under the Demonstration Program may be used to renovate or convert existing child care facilities to meet the goals of the Demonstration Program; to construct and maintain child care facilities in geographical areas with a demonstrated need for safe, affordable, and high-quality child care services; to train and pay child care providers, teachers, and staff; and to provide meal services to children receiving child care services. 1111 1 AN ACT concerning children.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 1. Short title. This Act may be cited as the
1515 5 Universal Child Care Demonstration Program Act.
1616 6 Section 5. Purpose and findings. The General Assembly
1717 7 declares that it is the policy of this State to provide all
1818 8 children from birth to 6 years of age with access to
1919 9 high-quality child care services through a State commitment to
2020 10 sufficient and sustainable funding for safe and affordable
2121 11 child care services and programs. The need for this policy is
2222 12 based on studies which suggest that affordable child care
2323 13 increases maternal employment and that high-quality child care
2424 14 can increase children's educational attainment, labor force
2525 15 participation, and earnings as adults.
2626 16 The policy established by this Act will be developed
2727 17 through a child care demonstration program the results of
2828 18 which will be used to establish standards and policies to
2929 19 design and fund a statewide system of high-quality child care
3030 20 services and programs accessible to all children from birth to
3131 21 6 years of age regardless of family income.

6767 1 "Child care services" means day care home or center
6868 2 services as defined by the Child Care Act of 1969 provided to
6969 3 children from birth to 6 years of age and includes
7070 4 non-traditional child care services such as early mornings,
7171 5 evenings, and weekends.
7272 6 "Demonstration" or "Demonstration Program" means the
7373 7 Universal Child Care Demonstration Program as established
7474 8 under this Act.
7575 9 "Department" means the Department of Human Services.
7676 10 Section 15. Universal Child Care Demonstration Program.
7777 11 The Department shall establish and administer a 5-year
7878 12 statewide Universal Child Care Demonstration Program to
7979 13 provide grants to eligible entities to develop, expand, and
8080 14 provide high-quality and affordable child care services for
8181 15 children age 0 to 6 years old regardless of family income.
8282 16 Grants awarded under the Demonstration Program may be used to
8383 17 renovate or convert existing child care facilities to meet the
8484 18 goals of the Demonstration Program; to construct and maintain
8585 19 child care facilities in geographical areas with a
8686 20 demonstrated need for safe, affordable, and high-quality child
8787 21 care services; to train and pay child care providers,
8888 22 teachers, and staff; and to provide meal services to children
8989 23 receiving child care services. The ultimate goal of the
9090 24 Demonstration Program shall be to develop and evaluate the

102102 1 programs in order to establish an effective expansion toward

105105 4 Section 20. Eligible entities. Currently funded or new
106106 5 entities, including, but not limited to, the following, shall
107107 6 be eligible to apply for grants awarded under the
108108 7 Demonstration Program:
109109 8 (1) Day care centers, day care homes, group day care
110110 9 homes, and part day child care facilities licensed by the
111111 10 Department of Children and Family Services under the Child
112112 11 Care Act of 1969.
113113 12 (2) Community-based organizations.
114114 13 (3) Faith-based organizations.
115115 14 Priority for participation in the Demonstration Program
116116 15 shall be given to entities with experience in providing child
117117 16 care services and programs in Illinois.
118118 17 The Department shall establish, by rule, application
119119 18 requirements and additional eligibility criteria for grant
120120 19 applicants; costs, impact, and outcome goals for the
121121 20 Demonstration Program; and eligibility criteria for families
122122 21 seeking child care services under the Demonstration Program
123123 22 including parent cost sharing and employment or school
124124 23 requirements.

136136 1 Demonstration Program shall be subject to appropriations;
137137 2 however, the Department shall be permitted to accept private
138138 3 funding or private resources at any time to implement this
139139 4 Act.
140140 5 Section 30. Reports. The Department shall annually report
141141 6 to the Governor and the General Assembly on the progress of the
142142 7 Demonstration no later than March 31 of each year of the
143143 8 Demonstration Program. No later than 6 months after the
144144 9 Demonstration period ends, the Department shall submit a final
145145 10 report on its findings, including how well the Demonstration
146146 11 Program met the costs, impact, and outcome goals established
147147 12 by the Department.
148148 13 Section 35. Rules. The Department shall adopt any rules
149149 14 necessary to implement the provisions of this Act.
