11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB0038 Introduced , by Rep. La Shawn K. Ford SYNOPSIS AS INTRODUCED: New Act Creates the Entertainment Industry Worker Training Program Act. Provides that the Department of Labor, in collaboration with labor organizations representing theatrical stage workers and entertainment industry workers in this State, shall develop and establish an Entertainment Industry Worker Training Program. Provides that the Program shall include (i) a 3-year educational component that provides specific skill set training for 25 to 50 participants annually with a weekly stipend during the training and job referral services upon successful completion; and (ii) ongoing training for skilled professionals. Provides that subject to appropriation, the Department, in consultation with labor organizations representing theatrical stage workers and entertainment industry workers in this State, shall purchase a building or renovate an existing building for the Entertainment Industry Worker Training Program. Provides that the building shall be located in an urban area and be within safe walking distance to public transportation. Provides that the Department may adopt any rules necessary to implement the Entertainment Industry Worker Training Program, including rules on qualification requirements. 1111 1 AN ACT concerning employment.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 1. Short title. This Act may be cited as the
1515 5 Entertainment Industry Worker Training Program Act.
1616 6 Section 5. Purpose. The purpose of this Act is as follows:
1717 7 (1) to create an Entertainment Industry Worker
1818 8 Training Program that will be a model for the nation, in
1919 9 order to build a larger more diversified workforce, and to
2020 10 meet the market demands for personnel and to support the
2121 11 expansion of the industry;
2222 12 (2) to create jobs with a skilled, trained, and
2323 13 diverse workforce that will serve the growing
2424 14 entertainment industry in Chicago and the State of
2525 15 Illinois;
2626 16 (3) to help create an awareness of, and a threshold
2727 17 to, an entertainment industry career; and
2828 18 (4) to provide a center for the entertainment industry
2929 19 for ongoing training, both in updating entertainment
3030 20 industry craft skills and providing seminars focused on
3131 21 diversity, equity and inclusion, anti-harassment, and
3232 22 modern workforce civility.

6767 1 Section 10. Program. The Department of Labor, in
6868 2 collaboration with labor organizations representing theatrical
6969 3 stage workers and entertainment industry workers in this
7070 4 State, shall develop and establish an Entertainment Industry
7171 5 Worker Training Program. The Program shall provide the
7272 6 following:
7373 7 (1) A 3-year educational component that provides
7474 8 specific skill set training for 25 to 50 participants
7575 9 annually with a weekly stipend during the training and job
7676 10 referral services upon successful completion. The
7777 11 educational component shall include:
7878 12 (A) diversity, equity-inclusion, and
7979 13 anti-harassment training;
8080 14 (B) rigging training, including motor and
8181 15 computerized rigging in all theatrical settings;
8282 16 (C) sound production training, including digital
8383 17 audio;
8484 18 (D) lighting training, including intelligent
8585 19 lighting; and
8686 20 (E) Occupational Safety and Health Administration
8787 21 training and general workplace safety.
8888 22 (2) Ongoing training for hundreds of skilled
8989 23 professionals, so they can be more successful in their
9090 24 fields, including, but not limited to, ongoing training
9191 25 for stagehands, studio mechanics, hair and make-up
9292 26 artists, wardrobe, television production workers,

103103 1 cinematographers, editors, animators, scenic artists,
104104 2 camera operators, and audio-visual workers.
105105 3 Applicants to the program shall apply to the Department in
106106 4 a form and manner prescribed by the Department.
107107 5 Section 15. Building. Subject to appropriation, the
108108 6 Department, in consultation with labor organizations
109109 7 representing theatrical stage workers and entertainment
110110 8 industry workers in this State, shall purchase a building or
111111 9 renovate an existing building for trainings provided by the
112112 10 Entertainment Industry Worker Training Program. The building
113113 11 shall be located in an urban area within safe walking distance
114114 12 to public transportation.
115115 13 Section 20. Rules. The Department may adopt any rules
116116 14 necessary to implement the Entertainment Industry Worker
117117 15 Training Program, including rules on qualification
