4-AN ACT concerning conservation.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 1. Short title. This Act may be cited as the Youth
8-and Young Adult Conservation Education Act.
9-Section 5. Declaration of intent. The General Assembly
10-finds that youth, representing all segments of society,
11-benefit from education and employment in the healthful outdoor
12-atmosphere of the State's park systems, recreational
13-facilities, and other public land and water areas and, through
14-those education and employment opportunities, will develop,
15-enhance, and maintain the natural resources of the State of
16-Illinois while gaining an understanding and appreciation of
17-the State's environment and heritage. The General Assembly,
18-therefore, creates this Act to establish the Youth and Young
19-Adult Conservation and Education Pilot Program to provide
20-education and employment opportunities for the youth and young
21-adults of this State to further the development and
22-maintenance of the natural resources by Illinois' youth and,
23-in so doing, to prepare them for the responsibility of
24-maintaining and managing these resources.
25-Section 10. Definitions.
3+1 AN ACT concerning conservation.
4+2 Be it enacted by the People of the State of Illinois,
5+3 represented in the General Assembly:
6+4 Section 1. Short title. This Act may be cited as the Youth
7+5 and Young Adult Conservation Education Act.
8+6 Section 5. Declaration of intent. The General Assembly

32-As used in this Act, unless the context otherwise
33-requires:
34-"Department" means the Department of Natural Resources.
35-"Program" means the Youth and Young Adult Conservation and
36-Education Pilot Program created by this Act.
37-Section 15. Cooperation. The Department shall have the
38-full cooperation of the Illinois State Board of Education, the
39-Department of Commerce and Economic Opportunity, the Illinois
40-State Job Coordinating Council created by the Federal Job
41-Training Partnership Act (Public Law 97-300), and the
42-Department of Employment Security in carrying out the purposes
43-of this Act.
44-Section 20. Funding. Funding for the Program shall be from
45-any State or federal funds or grants or other funding received
46-by the Department. The Program is subject to appropriation by
47-the General Assembly.
48-Section 25. Youth and Young Adult Conservation and
49-Education Pilot Program.
50-(a) Subject to appropriation, the Department shall
51-administer the Program. The Program may consist of any of the
52-following:
53-(1) allocation of grants to units of local government
54-or non-profit entities to provide conservation education

61-(3) internship opportunities with the Department for
62-youth and young adults of this State.
63-(b) The Program's education and employment opportunities
64-shall be limited to citizens of this State who at the time of
65-enrollment in the Program are 15 through 25 years of age.
66-Grants under this Act are limited to units of local government
67-and non-profit entities that are located in the State of
68-Illinois and that provide conservation education and
69-employment opportunities for youth and young adults of this
70-State.
71-(c) The Department shall designate suitable grant
72-opportunities, projects, internships, and educational
73-curriculum for the purposes of this Act.
74-Grants, projects, internships, and curriculum so
75-designated by the Department shall be for the purpose of: (1)
76-development, enhancement, and maintenance of the natural
77-resources of the State of Illinois, and offering related
78-educational opportunities; (2) environmental stewardship and
79-civic responsibility; (3) enhancement of public lands owned or
80-leased by the Department or developing and enhancing projects
81-or initiatives undertaken in whole or part by the Department;
82-or (4) any combination of the purposes described in items (1)

85-through (3). Such projects, internships and curriculum shall
86-include improving the habitat of fauna and flora; improving
87-utilization of conservation or recreation facilities and lands
88-by the public; improving water quality; and any other project
89-deemed by the Department to improve the environmental,
90-economic, and recreational quality of the State's natural
91-resources.
92-All projects and internships designated by the Department
93-shall be within a reasonable commuting time for each
94-participant. In no circumstance shall interns be required to
95-spend more than 1 1/2 hours of commuting time to a project or a
96-designated area, but an intern may agree to spend more than 1
97-1/2 hours of commuting time to a project or a designated area.
98-(c) Interns shall receive at least the standard minimum
99-wage as set by the State of Illinois, when applicable, and
100-shall work normal working hours as determined by the
101-Department. The interns shall not be classified as employees
102-of the State for purposes of contributions to the State
103-Employees' Retirement System of Illinois or any other public
104-employment retirement system of the State.
105-(d) The Department may enter into contracts,
106-intergovernmental agreements, grants, cooperative agreements,
107-memoranda of understanding, or other instruments as necessary
108-to implement the Program.
109-(e) The Department shall adopt administrative rules
110-pertaining to implementation, standards, criteria, and

113-administration of the Program.
