11	11	1 AN ACT concerning government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Gun Trafficking Information Act is amended
15	15	5 by changing Section 10-5 as follows:

17	17	7 Sec. 10-5. Gun trafficking information.
18	18	8 (a) The The Illinois State Police shall use all reasonable
19	19	9 efforts in making publicly available, on a regular and ongoing
20	20	10 basis, key information related to firearms used in the
21	21	11 commission of crimes in this State, including, but not limited
22	22	12 to: reports on crimes committed with firearms, locations where
23	23	13 the crimes occurred, the number of persons killed or injured
24	24	14 in the commission of the crimes, the state where the firearms
25	25	15 used originated, the Federal Firearms Licensee that sold the
26	26	16 firearm, the type of firearms used, annual statistical
27	27	17 information concerning Firearm Owner's Identification Card and
28	28	18 concealed carry license applications, revocations, and
29	29	19 compliance with Section 9.5 of the Firearm Owners
30	30	20 Identification Card Act, firearm restraining order
31	31	21 dispositions, and firearm dealer license certification
32	32	22 inspections. The Illinois State Police shall make the
33	33	23 information available on its website, which may be presented

68	68	1 in a dashboard format, in addition to electronically filing a
69	69	2 report with the Governor and the General Assembly. The report
70	70	3 to the General Assembly shall be filed with the Clerk of the
71	71	4 House of Representatives and the Secretary of the Senate in
72	72	5 electronic form only, in the manner that the Clerk and the
73	73	6 Secretary shall direct.
74	74	7 (b) The Illinois State Police shall study, on a regular
75	75	8 and ongoing basis, and compile reports on the number of
76	76	9 Firearm Owner's Identification Card checks to determine
77	77	10 firearms trafficking or straw purchase patterns. The Illinois
78	78	11 State Police shall, to the extent not inconsistent with law,
79	79	12 share such reports and underlying data with academic centers,
80	80	13 foundations, and law enforcement agencies studying firearms
81	81	14 trafficking, provided that personally identifying information
82	82	15 is protected. For purposes of this subsection (b), a Firearm
83	83	16 Owner's Identification Card number is not personally
84	84	17 identifying information, provided that no other personal
85	85	18 information of the card holder is attached to the record. The
86	86	19 Illinois State Police may create and attach an alternate
87	87	20 unique identifying number to each Firearm Owner's
88	88	21 Identification Card number, instead of releasing the Firearm
89	89	22 Owner's Identification Card number itself.
90	90	23 (c) Each department, office, division, and agency of this
91	91	24 State shall, to the extent not inconsistent with law,
92	92	25 cooperate fully with the Illinois State Police and furnish the
93	93	26 Illinois State Police with all relevant information and

104	104	1 assistance on a timely basis as is necessary to accomplish the
105	105	2 purpose of this Act. The Illinois Criminal Justice Information
106	106	3 Authority shall submit the information required in subsection
107	107	4 (a) of this Section to the Illinois State Police, and any other
108	108	5 information as the Illinois State Police may request, to
109	109	6 assist the Illinois State Police in carrying out its duties
110	110	7 under this Act.
