11	11	1 AN ACT concerning public aid.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Public Aid Code is amended by
15	15	5 changing Section 5-16.2 as follows:
16	16	6 (305 ILCS 5/5-16.2)
17	17	7 Sec. 5-16.2. Long range plan for case management. The The
18	18	8 Illinois Department shall develop a long range plan for the
19	19	9 implementation of case management services, as defined in
20	20	10 Section 5-16.1 of this Act, throughout Illinois. The long
21	21	11 range plan shall include: (i) a geographic overview of the
22	22	12 State and the proportion, as determined by the Department of
23	23	13 Public Aid and the Department of Public Health records, of
24	24	14 Medicaid eligible pregnant or parenting girls under 17 years
25	25	15 of age at the time of the initial assessment; (ii)
26	26	16 identification of high proportion areas; (iii) goals for
27	27	17 reducing the likelihood of long-term welfare dependency; (iv)
28	28	18 the time frames for accomplishing the identified goals; and
29	29	19 (v) specific recommendations for administrative or legislative
30	30	20 policies and programs necessary to complete the identified
31	31	21 goals. The long range plan shall take into consideration other
32	32	22 resources currently serving the identified population. The
33	33	23 long range plan shall be completed no later than July 1, 1994,
