11	11	1 AN ACT concerning military service.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Veterans' Employment Representative Act is
15	15	5 amended by changing Section 1 as follows:
16	16	6 (330 ILCS 50/1) (from Ch. 48, par. 186a)
17	17	7 Sec. 1. Veteran services; representative. The The
18	18	8 Department of Employment Security shall assign at least one
19	19	9 full time Veterans' Employment Representative, defined by
20	20	10 title and classification under the Personnel Code of Illinois,
21	21	11 to each full service office of the employment service, to work
22	22	12 exclusively in job counseling, training, and placement of
23	23	13 veterans. Preference for these positions shall be given to
24	24	14 qualified persons who have been members of the armed forces of
25	25	15 the United States in times of hostilities with a foreign
26	26	16 country. Any candidate for these positions shall be deemed to
27	27	17 have met and satisfied examination admission requirements if
28	28	18 the candidate served in the armed forces during times of
29	29	19 hostilities with a foreign country and was honorably
30	30	20 discharged therefrom due to a combat-related disability. The
31	31	21 holder of such a position shall be administratively
32	32	22 responsible to the local office manager, and his or her first
33	33	23 line responsibility is functional supervision of all local

69	69	2 line supervision of veteran units, assistant local veterans'
70	70	3 employment representative, or veteran aid. Individualized
71	71	4 veterans' services such as application taking, counseling, job
72	72	5 referral, or training will continue to be provided to veterans
73	73	6 on a priority basis by all local office staff.
