314 1 AN ACT concerning education.
415 2 Be it enacted by the People of the State of Illinois,
516 3 represented in the General Assembly:
617 4 Section 1. Short title. This Act may be cited as the
718 5 Educational Credit for Election Judges Act.
819 6 Section 5. Definition. As used in this Act, "institution
920 7 of higher education" means the University of Illinois,
1021 8 Southern Illinois University, Chicago State University,
1122 9 Eastern Illinois University, Governors State University,
1223 10 Illinois State University, Northeastern Illinois University,
1324 11 Northern Illinois University, Western Illinois University, a
1425 12 public community college that is included in the definition of
1526 13 "Community Colleges" under Section 1-2 of the Public Community
16-14 College Act, or any institution that receives funds under
27+14 College Act, and any institution that receives funds under
1728 15 Section 35 of the Higher Education Student Assistance Act.
1829 16 Section 10. Policy. Before June 1, 2024, each institution
1930 17 of higher education shall adopt a policy regarding its
20-18 awarding of academic credit or a non-credit alternative for
21-19 election judges. The policy shall apply to any individual who
22-20 has been an election judge while enrolled in the institution
23-21 of higher education.

32-1 Section 15. Policy review. Each institution of higher
33-2 education shall submit its policy for awarding academic credit
34-3 or a non-credit alternative for election judges to the Board
35-4 of Higher Education or the Illinois Community College Board,
36-5 as appropriate, before June 30, 2024 and within 60 days after
37-6 any changes to the policy thereafter.
38-7 Section 90. The Election Code is amended by changing
39-8 Section 13-10 as follows:

41-10 Sec. 13-10. The compensation of the judges of all
42-11 primaries and all elections, except judges supervising vote by
43-12 mail ballots as provided in Section 19-12.2 of this Act, in
44-13 counties of less than 600,000 inhabitants shall be fixed by
45-14 the respective county boards or boards of election
46-15 commissioners in all counties and municipalities, but in no
47-16 case shall such compensation be less than $35 per day. The
48-17 compensation of judges of all primaries and all elections not
49-18 under the jurisdiction of the county clerk, except judges
50-19 supervising vote by mail balloting as provided in Section
51-20 19-12.2 of this Act, in counties having a population of
52-21 2,000,000 or more shall be not less than $60 per day. The

66-1 19-12.2 of this Act, in counties having a population of
67-2 2,000,000 or more shall be not less than $60 per day. The
68-3 compensation of judges of all primaries and all elections,
69-4 except judges supervising vote by mail ballots as provided in
70-5 Section 19-12.2 of this Act, in counties having a population
71-6 of at least 600,000 but less than 2,000,000 inhabitants shall
72-7 be not less than $45 per day as fixed by the county board of
73-8 election commissioners of each such county. In addition to
74-9 their per day compensation and notwithstanding the limitations
75-10 thereon stated herein, the judges of election, in all counties
76-11 with a population of less than 600,000, shall be paid $3 each
77-12 for each 100 voters or portion thereof, in excess of 200 voters
78-13 voting for candidates in the election district or precinct
79-14 wherein the judge is serving, whether a primary or an election
80-15 is being held. However, no such extra compensation shall be
81-16 paid to the judges of election in any precinct in which no
82-17 paper ballots are counted by such judges of election. The 2
83-18 judges of election in counties having a population of less
84-19 than 600,000 who deliver the returns to the county clerk shall
85-20 each be allowed and paid a sum to be determined by the election
86-21 authority for such services and an additional sum per mile to
87-22 be determined by the election authority for every mile
88-23 necessarily travelled in going to and returning from the
89-24 office or place to which they deliver the returns. The
90-25 compensation for mileage shall be consistent with current
91-26 rates paid for mileage to employees of the county.

102-1 However, all judges who have been certified by the County

119-18 In precincts in which there are tally judges, the
120-19 compensation of the tally judges shall be 2/3 of that of the
121-20 judges of election and each holdover judge shall be paid the
122-21 compensation of a judge of election plus that of a tally judge.
123-22 Beginning on the effective date of this amendatory Act of
124-23 1998, the portion of an election judge's daily compensation
125-24 reimbursed by the State Board of Elections is increased by
126-25 $15. The increase provided by this amendatory Act of 1998 must
127-26 be used to increase each judge's compensation and may not be

145-8 must be used to increase each judge's compensation and may not
