1212 1 AN ACT concerning education.
1313 2 Be it enacted by the People of the State of Illinois,
1414 3 represented in the General Assembly:
1515 4 Section 5. The School Code is amended by changing Sections
1616 5 10-17a and 27-12 as follows:
1717 6 (105 ILCS 5/10-17a) (from Ch. 122, par. 10-17a)
1818 7 Sec. 10-17a. State, school district, and school report
1919 8 cards.
2020 9 (1) By October 31, 2013 and October 31 of each subsequent
2121 10 school year, the State Board of Education, through the State
2222 11 Superintendent of Education, shall prepare a State report
2323 12 card, school district report cards, and school report cards,
2424 13 and shall by the most economical means provide to each school
2525 14 district in this State, including special charter districts
2626 15 and districts subject to the provisions of Article 34, the
2727 16 report cards for the school district and each of its schools.
2828 17 Because of the impacts of the COVID-19 public health emergency
2929 18 during school year 2020-2021, the State Board of Education
3030 19 shall have until December 31, 2021 to prepare and provide the
3131 20 report cards that would otherwise be due by October 31, 2021.
3232 21 During a school year in which the Governor has declared a
3333 22 disaster due to a public health emergency pursuant to Section
3434 23 7 of the Illinois Emergency Management Agency Act, the report

7171 1 cards for the school districts and each of its schools shall be

7373 3 (2) In addition to any information required by federal
7474 4 law, the State Superintendent shall determine the indicators
7575 5 and presentation of the school report card, which must
7676 6 include, at a minimum, the most current data collected and
7777 7 maintained by the State Board of Education related to the
7878 8 following:
7979 9 (A) school characteristics and student demographics,
8080 10 including average class size, average teaching experience,
8181 11 student racial/ethnic breakdown, and the percentage of
8282 12 students classified as low-income; the percentage of
8383 13 students classified as English learners, the number of
8484 14 students who graduate from a bilingual or English learner
8585 15 program, and the number of students who graduate from,
8686 16 transfer from, or otherwise leave bilingual programs; the
8787 17 percentage of students who have individualized education
8888 18 plans or 504 plans that provide for special education
8989 19 services; the number and percentage of all students who
9090 20 have been assessed for placement in a gifted education or
9191 21 advanced academic program and, of those students: (i) the
9292 22 racial and ethnic breakdown, (ii) the percentage who are
9393 23 classified as low-income, and (iii) the number and
9494 24 percentage of students who received direct instruction
9595 25 from a teacher who holds a gifted education endorsement
9696 26 and, of those students, the percentage who are classified

121121 15 programs, extracurricular activities, subjects in which
122122 16 elective classes are offered, health and wellness
123123 17 initiatives (including the average number of days of
124124 18 Physical Education per week per student), approved
125125 19 programs of study, awards received, community
126126 20 partnerships, instruction on character education, and
127127 21 special programs such as programming for the gifted and
128128 22 talented, students with disabilities, and work-study
129129 23 students;
130130 24 (C) student outcomes, including, where applicable, the
131131 25 percentage of students deemed proficient on assessments of
132132 26 State standards, the percentage of students in the eighth

145145 3 percentage of students enrolled in post-secondary

155155 13 (D) student progress, including, where applicable, the
156156 14 percentage of students in the ninth grade who have earned
157157 15 5 credits or more without failing more than one core
158158 16 class, a measure of students entering kindergarten ready
159159 17 to learn, a measure of growth, and the percentage of
160160 18 students who enter high school on track for college and
161161 19 career readiness;
162162 20 (E) the school environment, including, where
163163 21 applicable, high school dropout rate by grade level, the
164164 22 percentage of students with less than 10 absences in a
165165 23 school year, the percentage of teachers with less than 10
166166 24 absences in a school year for reasons other than
167167 25 professional development, leaves taken pursuant to the
168168 26 federal Family Medical Leave Act of 1993, long-term

180180 2 percentage of teachers returning to the school from the
181181 3 previous year, the number of different principals at the
182182 4 school in the last 6 years, the number of teachers who hold
183183 5 a gifted education endorsement, the process and criteria
184184 6 used by the district to determine whether a student is
185185 7 eligible for participation in a gifted education program
186186 8 or advanced academic program and the manner in which
187187 9 parents and guardians are made aware of the process and
188188 10 criteria, the number of teachers who are National Board
189189 11 Certified Teachers, disaggregated by race and ethnicity, 2
190190 12 or more indicators from any school climate survey selected
191191 13 or approved by the State and administered pursuant to
192192 14 Section 2-3.153 of this Code, with the same or similar
193193 15 indicators included on school report cards for all surveys
194194 16 selected or approved by the State pursuant to Section
195195 17 2-3.153 of this Code, the combined percentage of teachers
196196 18 rated as proficient or excellent in their most recent
197197 19 evaluation, and, beginning with the 2022-2023 school year,
198198 20 data on the number of incidents of violence that occurred
199199 21 on school grounds or during school-related activities and
200200 22 that resulted in an out-of-school suspension, expulsion,
201201 23 or removal to an alternative setting, as reported pursuant
202202 24 to Section 2-3.162;
203203 25 (F) a school district's and its individual schools'
204204 26 balanced accountability measure, in accordance with

216216 2 (G) the total and per pupil normal cost amount the
217217 3 State contributed to the Teachers' Retirement System of
218218 4 the State of Illinois in the prior fiscal year for the
219219 5 school's employees, which shall be reported to the State
220220 6 Board of Education by the Teachers' Retirement System of
221221 7 the State of Illinois;
222222 8 (H) for a school district organized under Article 34
223223 9 of this Code only, State contributions to the Public
224224 10 School Teachers' Pension and Retirement Fund of Chicago
225225 11 and State contributions for health care for employees of
226226 12 that school district;
227227 13 (I) a school district's Final Percent of Adequacy, as
228228 14 defined in paragraph (4) of subsection (f) of Section
229229 15 18-8.15 of this Code;
230230 16 (J) a school district's Local Capacity Target, as
231231 17 defined in paragraph (2) of subsection (c) of Section
232232 18 18-8.15 of this Code, displayed as a percentage amount;
233233 19 (K) a school district's Real Receipts, as defined in
234234 20 paragraph (1) of subsection (d) of Section 18-8.15 of this
235235 21 Code, divided by a school district's Adequacy Target, as
236236 22 defined in paragraph (1) of subsection (b) of Section
237237 23 18-8.15 of this Code, displayed as a percentage amount;
238238 24 (L) a school district's administrative costs;
239239 25 (M) whether or not the school has participated in the
240240 26 Illinois Youth Survey. In this paragraph (M), "Illinois

251251 1 Youth Survey" means a self-report survey, administered in
252252 2 school settings every 2 years, designed to gather
253253 3 information about health and social indicators, including
254254 4 substance abuse patterns and the attitudes of students in
255255 5 grades 8, 10, and 12; and
256256 6 (N) whether the school offered its students career and
257257 7 technical education opportunities.
258258 8 The school report card shall also provide information that
259259 9 allows for comparing the current outcome, progress, and
260260 10 environment data to the State average, to the school data from
261261 11 the past 5 years, and to the outcomes, progress, and
262262 12 environment of similar schools based on the type of school and
263263 13 enrollment of low-income students, special education students,
264264 14 and English learners.
265265 15 As used in this subsection (2):
266266 16 "Administrative costs" means costs associated with
267267 17 executive, administrative, or managerial functions within the
268268 18 school district that involve planning, organizing, managing,
269269 19 or directing the school district.
270270 20 "Advanced academic program" means a course of study to
271271 21 which students are assigned based on advanced cognitive
272272 22 ability or advanced academic achievement compared to local age
273273 23 peers and in which the curriculum is substantially
274274 24 differentiated from the general curriculum to provide
275275 25 appropriate challenge and pace.
276276 26 "Computer science" means the study of computers and

287287 1 algorithms, including their principles, their hardware and
288288 2 software designs, their implementation, and their impact on
289289 3 society. "Computer science" does not include the study of
290290 4 everyday uses of computers and computer applications, such as
291291 5 keyboarding or accessing the Internet.
292292 6 "Gifted education" means educational services, including
293293 7 differentiated curricula and instructional methods, designed
294294 8 to meet the needs of gifted children as defined in Article 14A
295295 9 of this Code.
296296 10 For the purposes of paragraph (A) of this subsection (2),
297297 11 "average daily attendance" means the average of the actual
298298 12 number of attendance days during the previous school year for
299299 13 any enrolled student who is subject to compulsory attendance
300300 14 by Section 26-1 of this Code at each school and charter school.
301301 15 (3) At the discretion of the State Superintendent, the
302302 16 school district report card shall include a subset of the
303303 17 information identified in paragraphs (A) through (E) of
304304 18 subsection (2) of this Section, as well as information
305305 19 relating to the operating expense per pupil and other finances
306306 20 of the school district, and the State report card shall
307307 21 include a subset of the information identified in paragraphs
308308 22 (A) through (E) and paragraph (N) of subsection (2) of this
309309 23 Section. The school district report card shall include the
310310 24 average daily attendance, as that term is defined in
311311 25 subsection (2) of this Section, of students who have

324324 2 school district.
325325 3 (4) Notwithstanding anything to the contrary in this
326326 4 Section, in consultation with key education stakeholders, the
327327 5 State Superintendent shall at any time have the discretion to
328328 6 amend or update any and all metrics on the school, district, or
329329 7 State report card.
330330 8 (5) Annually, no more than 30 calendar days after receipt
331331 9 of the school district and school report cards from the State
332332 10 Superintendent of Education, each school district, including
333333 11 special charter districts and districts subject to the
334334 12 provisions of Article 34, shall present such report cards at a
335335 13 regular school board meeting subject to applicable notice
336336 14 requirements, post the report cards on the school district's
337337 15 Internet web site, if the district maintains an Internet web
338338 16 site, make the report cards available to a newspaper of
339339 17 general circulation serving the district, and, upon request,
340340 18 send the report cards home to a parent (unless the district
341341 19 does not maintain an Internet web site, in which case the
342342 20 report card shall be sent home to parents without request). If
343343 21 the district posts the report card on its Internet web site,
344344 22 the district shall send a written notice home to parents
345345 23 stating (i) that the report card is available on the web site,
346346 24 (ii) the address of the web site, (iii) that a printed copy of
347347 25 the report card will be sent to parents upon request, and (iv)
348348 26 the telephone number that parents may call to request a

370370 12 Sec. 27-12. Character education. Every public school
371371 13 teacher shall teach character education, which includes the
372372 14 teaching of respect, including, but not limited to, respect
373373 15 toward a person's race or ethnicity or gender, responsibility,
374374 16 fairness, caring, trustworthiness, and citizenship, in order
375375 17 to raise pupils' honesty, kindness, justice, discipline,
376376 18 respect for others, and moral courage for the purpose of
377377 19 lessening crime and raising the standard of good character.
