11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The 2-1-1 Service Act is amended by adding
15	15	5 Section 31 as follows:
16	16	6 (20 ILCS 1335/31 new)
17	17	7 Sec. 31. Cook County 2-1-1 services.
18	18	8 (a) Notwithstanding any other provision of this Act and
19	19	9 subject to the availability of funds as provided in subsection
20	20	10 (b), the Department of Human Services shall designate and
21	21	11 approve a public or nonprofit agency or other organization to
22	22	12 provide 2-1-1 services within the geographical area of Cook
23	23	13 County. The Department shall provide grants to the approved
24	24	14 2-1-1 service provider to:
25	25	15 (1) design, develop, and implement 2-1-1 services for
26	26	16 the Cook County service area;
27	27	17 (2) provide and evaluate on an ongoing basis 2-1-1
28	28	18 service delivery to the Cook County service area; and
29	29	19 (3) enable the provision of 2-1-1 services to the Cook
30	30	20 County service area on a 24-hour-per-day, 7-day-per-week
31	31	21 basis.
32	32	22 (b) Implementation of this Section is contingent on the
33	33	23 availability of funds provided for this purpose by (i) the
