1111 1 AN ACT concerning local government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois Municipal Code is amended by
1515 5 changing Section 10-2.1-8 as follows:
1616 6 (65 ILCS 5/10-2.1-8) (from Ch. 24, par. 10-2.1-8)
1717 7 Sec. 10-2.1-8. Veteran's and educational preference.
1818 8 Persons who have successfully obtained an associate's degree
1919 9 in the the field of law enforcement, criminal justice, fire
2020 10 service, or emergency medical services, or a bachelor's degree
2121 11 from an accredited college or university; persons who have
2222 12 been awarded a certificate attesting to the successful
2323 13 completion of the Minimum Standards Basic Law Enforcement
2424 14 Training Course as provided in the Illinois Police Training
2525 15 Act and are currently serving as a law enforcement officer on a
2626 16 part-time or full-time basis within the State of Illinois; and
2727 17 persons who were engaged in the active military or naval
2828 18 service of the United States for a period of at least one year
2929 19 and who were honorably discharged therefrom, or who are now or
3030 20 may hereafter be on inactive or reserve duty in such military
3131 21 or naval service (not including, however, in the case of
3232 22 offices, positions and places of employment in the police
3333 23 department, persons who were convicted by court-martial of

6868 1 disobedience of orders, where such disobedience consisted in
6969 2 the refusal to perform military service on the ground of
7070 3 religious or conscientious objections against war) shall be
7171 4 preferred for appointments to offices, positions, and places
7272 5 of employment in the fire and police departments of the
7373 6 municipality coming under the provisions of this Division 2.1.
7474 7 For purposes of this Section, if a person has been deployed,
7575 8 then "active duty military or naval service of the United
7676 9 States" includes training and service school attendance, as
7777 10 defined in 10 U.S.C. 101(d), which is ordered pursuant to 10
7878 11 U.S.C. 12301(d). The preference points awarded under this
7979 12 Section shall not be cumulative.
8080 13 This amendatory Act of 1973 does not apply to any
8181 14 municipality which is a home rule unit.
8282 15 Persons who have participated in that municipality's
8383 16 police explorer or cadet program may be preferred, for a
8484 17 maximum of 2 points, for appointments to offices, positions,
8585 18 and places of employment in municipal police departments under
8686 19 the provisions of this Division.
