11	11	1 AN ACT concerning local government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Municipal Code is amended by
15	15	5 changing Section 10-2.1-8 as follows:

17	17	7 Sec. 10-2.1-8. Veteran's and educational preference.
18	18	8 Persons who have successfully obtained an associate's degree
19	19	9 in the the field of law enforcement, criminal justice, fire
20	20	10 service, or emergency medical services, or a bachelor's degree
21	21	11 from an accredited college or university; persons who have
22	22	12 been awarded a certificate attesting to the successful
23	23	13 completion of the Minimum Standards Basic Law Enforcement
24	24	14 Training Course as provided in the Illinois Police Training
25	25	15 Act and are currently serving as a law enforcement officer on a
26	26	16 part-time or full-time basis within the State of Illinois; and
27	27	17 persons who were engaged in the active military or naval
28	28	18 service of the United States for a period of at least one year
29	29	19 and who were honorably discharged therefrom, or who are now or
30	30	20 may hereafter be on inactive or reserve duty in such military
31	31	21 or naval service (not including, however, in the case of
32	32	22 offices, positions and places of employment in the police
33	33	23 department, persons who were convicted by court-martial of

68	68	1 disobedience of orders, where such disobedience consisted in
69	69	2 the refusal to perform military service on the ground of
70	70	3 religious or conscientious objections against war) shall be
71	71	4 preferred for appointments to offices, positions, and places
72	72	5 of employment in the fire and police departments of the
73	73	6 municipality coming under the provisions of this Division 2.1.
74	74	7 For purposes of this Section, if a person has been deployed,
75	75	8 then "active duty military or naval service of the United
76	76	9 States" includes training and service school attendance, as
77	77	10 defined in 10 U.S.C. 101(d), which is ordered pursuant to 10
78	78	11 U.S.C. 12301(d). The preference points awarded under this
79	79	12 Section shall not be cumulative.
80	80	13 This amendatory Act of 1973 does not apply to any
81	81	14 municipality which is a home rule unit.
82	82	15 Persons who have participated in that municipality's
83	83	16 police explorer or cadet program may be preferred, for a
84	84	17 maximum of 2 points, for appointments to offices, positions,
85	85	18 and places of employment in municipal police departments under
86	86	19 the provisions of this Division.
