11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB1157 Introduced , by Rep. Charles Meier SYNOPSIS AS INTRODUCED: New Act Creates the Spending Reduction and Revenue Control Act. Provides that the General Assembly shall not enact any bill that either (i) creates new State taxes or (ii) increases existing State taxes until an appropriation bill or bills are passed that, in the aggregate, represent a reduction in the spending levels from the previous fiscal year. Provides that every State agency shall submit to the General Assembly a recommended list of spending efficiencies and budget reductions they deem necessary in order to help the General Assembly comply with the provisions of the Act. 1111 1 AN ACT concerning finance.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 1. Short title. This Act may be cited as the
1515 5 Spending Reduction and Revenue Control Act.
1616 6 Section 5. Passage of new taxation or increased taxation
1717 7 bills prohibited. The General Assembly shall not enact any
1818 8 bill that either (i) creates new State taxes or (ii) increases
1919 9 existing State taxes until an appropriation bill or bills are
2020 10 passed that, in the aggregate, represent a reduction in the
2121 11 spending levels from the previous fiscal year.
2222 12 Section 10. Agency revenue reduction plan. Every State
2323 13 agency shall submit to the General Assembly a recommended list
2424 14 of spending efficiencies and budget reductions they deem
2525 15 necessary in order to help the General Assembly comply with
2626 16 the provisions of this Act.
2727 17 Section 99. Effective date. This Act takes effect upon
2828 18 becoming law.
