1  AN ACT concerning State government.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The State Budget Law of the Civil
5  Administrative Code of Illinois is amended by changing Section
6  50-25 as follows:
7  (15 ILCS 20/50-25)
8  Sec. 50-25. Statewide prioritized goals. For fiscal year
9  2012 and each fiscal year thereafter, prior to the submission
10  of the State budget, the Governor, in consultation with the
11  appropriation committees of the General Assembly and,
12  beginning with budgets prepared for fiscal year 2013, the
13  commission established under this Section, shall: (i)
14  prioritize outcomes that are most important for each State
15  agency of the executive branch under the jurisdiction of the
16  Governor to achieve for the next fiscal year and (ii) set goals
17  to accomplish those outcomes according to the priority of the
18  outcome. There must be a reasonable number of annually defined
19  statewide goals defining State priorities for the budget. Each
20  goal shall be further defined to facilitate success in
21  achieving that goal. No later than July 31 of each fiscal year
22  beginning in fiscal year 2012, the Governor shall establish a
23  commission for the purpose of advising the Governor in setting

1  those outcomes and goals, including the timeline for achieving
2  those outcomes and goals. The commission shall be a
3  well-balanced group and shall be a manageable size. The
4  commission shall hold at least 2 in-person public meetings
5  during each fiscal year. One meeting shall be held in the City
6  of Chicago and one meeting shall be held in the City of
7  Springfield. The commission may choose by a majority vote of
8  its members to hold one virtual meeting, which is open to the
9  public and over the Internet, in lieu of the 2 in-person public
10  meetings required under this Section. By November 1 of each
11  year, the commission shall submit a report to the Governor and
12  the General Assembly setting forth recommendations with
13  respect to the Governor's proposed outcomes and goals. The
14  report shall be published on the Governor's Office of
15  Management and Budget's website. In its report, the commission
16  shall propose a percentage of the total budget to be assigned
17  to each proposed outcome and goal. The commission shall also
18  review existing mandated expenditures and include in its
19  report recommendations for the termination of mandated
20  expenditures. The General Assembly may object to the
21  commission's report by passing a joint resolution detailing
22  the General Assembly's objections.

1  January 1 of the next year.
2  In addition, each other constitutional officer of the
3  executive branch, in consultation with the appropriation
4  committees of the General Assembly, shall: (i) prioritize
5  outcomes that are most important for his or her office to
6  achieve for the next fiscal year and (ii) set goals to
7  accomplish those outcomes according to the priority of the
8  outcome. The Governor and each constitutional officer shall
9  separately conduct performance analyses to determine which
10  programs, strategies, and activities will best achieve those
11  desired outcomes. The Governor shall recommend that
12  appropriations be made to State agencies and officers for the
13  next fiscal year based on the agreed upon goals and
14  priorities. Each agency and officer may develop its own
15  strategies for meeting those goals and shall review and
16  analyze those strategies on a regular basis. The Governor
17  shall also implement procedures to measure annual progress
18  toward the State's highest priority outcomes and shall develop
19  a statewide reporting system that compares the actual results
20  with budgeted results. Those performance measures and results
21  shall be posted on the State Comptroller's website, and
22  compiled for distribution in the Comptroller's Public
23  Accountability Report, as is currently the practice on the
24  effective date of this amendatory Act of the 96th General
25  Assembly.
