11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The State Budget Law of the Civil
15	15	5 Administrative Code of Illinois is amended by changing Section
16	16	6 50-25 as follows:

18	18	8 Sec. 50-25. Statewide prioritized goals. For fiscal year
19	19	9 2012 and each fiscal year thereafter, prior to the submission
20	20	10 of the State budget, the Governor, in consultation with the
21	21	11 appropriation committees of the General Assembly and,
22	22	12 beginning with budgets prepared for fiscal year 2013, the
23	23	13 commission established under this Section, shall: (i)
24	24	14 prioritize outcomes that are most important for each State
25	25	15 agency of the executive branch under the jurisdiction of the
26	26	16 Governor to achieve for the next fiscal year and (ii) set goals
27	27	17 to accomplish those outcomes according to the priority of the
28	28	18 outcome. There must be a reasonable number of annually defined
29	29	19 statewide goals defining State priorities for the budget. Each
30	30	20 goal shall be further defined to facilitate success in
31	31	21 achieving that goal. No later than July 31 of each fiscal year
32	32	22 beginning in fiscal year 2012, the Governor shall establish a
33	33	23 commission for the purpose of advising the Governor in setting

68	68	1 those outcomes and goals, including the timeline for achieving
69	69	2 those outcomes and goals. The commission shall be a
70	70	3 well-balanced group and shall be a manageable size. The
71	71	4 commission shall hold at least 2 in-person public meetings
72	72	5 during each fiscal year. One meeting shall be held in the City
73	73	6 of Chicago and one meeting shall be held in the City of
74	74	7 Springfield. The commission may choose by a majority vote of
75	75	8 its members to hold one virtual meeting, which is open to the
76	76	9 public and over the Internet, in lieu of the 2 in-person public
77	77	10 meetings required under this Section. By November 1 of each
78	78	11 year, the commission shall submit a report to the Governor and
79	79	12 the General Assembly setting forth recommendations with
80	80	13 respect to the Governor's proposed outcomes and goals. The
81	81	14 report shall be published on the Governor's Office of
82	82	15 Management and Budget's website. In its report, the commission
83	83	16 shall propose a percentage of the total budget to be assigned
84	84	17 to each proposed outcome and goal. The commission shall also
85	85	18 review existing mandated expenditures and include in its
86	86	19 report recommendations for the termination of mandated
87	87	20 expenditures. The General Assembly may object to the
88	88	21 commission's report by passing a joint resolution detailing
89	89	22 the General Assembly's objections.
90	90	23 The commission shall identify programs enacted in statute
91	91	24 that are subject to appropriation, but did not receive a
92	92	25 subsequent appropriation in the current fiscal year, and

105	105	2 In addition, each other constitutional officer of the
106	106	3 executive branch, in consultation with the appropriation
107	107	4 committees of the General Assembly, shall: (i) prioritize
108	108	5 outcomes that are most important for his or her office to
109	109	6 achieve for the next fiscal year and (ii) set goals to
110	110	7 accomplish those outcomes according to the priority of the
111	111	8 outcome. The Governor and each constitutional officer shall
112	112	9 separately conduct performance analyses to determine which
113	113	10 programs, strategies, and activities will best achieve those
114	114	11 desired outcomes. The Governor shall recommend that
115	115	12 appropriations be made to State agencies and officers for the
116	116	13 next fiscal year based on the agreed upon goals and
117	117	14 priorities. Each agency and officer may develop its own
118	118	15 strategies for meeting those goals and shall review and
119	119	16 analyze those strategies on a regular basis. The Governor
120	120	17 shall also implement procedures to measure annual progress
121	121	18 toward the State's highest priority outcomes and shall develop
122	122	19 a statewide reporting system that compares the actual results
123	123	20 with budgeted results. Those performance measures and results
124	124	21 shall be posted on the State Comptroller's website, and
125	125	22 compiled for distribution in the Comptroller's Public
126	126	23 Accountability Report, as is currently the practice on the
127	127	24 effective date of this amendatory Act of the 96th General
128	128	25 Assembly.
