1111 1 AN ACT concerning State government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The State Budget Law of the Civil
1515 5 Administrative Code of Illinois is amended by changing Section
1616 6 50-25 as follows:
1717 7 (15 ILCS 20/50-25)
1818 8 Sec. 50-25. Statewide prioritized goals. For fiscal year
1919 9 2012 and each fiscal year thereafter, prior to the submission
2020 10 of the State budget, the Governor, in consultation with the
2121 11 appropriation committees of the General Assembly and,
2222 12 beginning with budgets prepared for fiscal year 2013, the
2323 13 commission established under this Section, shall: (i)
2424 14 prioritize outcomes that are most important for each State
2525 15 agency of the executive branch under the jurisdiction of the
2626 16 Governor to achieve for the next fiscal year and (ii) set goals
2727 17 to accomplish those outcomes according to the priority of the
2828 18 outcome. There must be a reasonable number of annually defined
2929 19 statewide goals defining State priorities for the budget. Each
3030 20 goal shall be further defined to facilitate success in
3131 21 achieving that goal. No later than July 31 of each fiscal year
3232 22 beginning in fiscal year 2012, the Governor shall establish a
3333 23 commission for the purpose of advising the Governor in setting

6868 1 those outcomes and goals, including the timeline for achieving
6969 2 those outcomes and goals. The commission shall be a
7070 3 well-balanced group and shall be a manageable size. The
7171 4 commission shall hold at least 2 in-person public meetings
7272 5 during each fiscal year. One meeting shall be held in the City
7373 6 of Chicago and one meeting shall be held in the City of
7474 7 Springfield. The commission may choose by a majority vote of
7575 8 its members to hold one virtual meeting, which is open to the
7676 9 public and over the Internet, in lieu of the 2 in-person public
7777 10 meetings required under this Section. By November 1 of each
7878 11 year, the commission shall submit a report to the Governor and
7979 12 the General Assembly setting forth recommendations with
8080 13 respect to the Governor's proposed outcomes and goals. The
8181 14 report shall be published on the Governor's Office of
8282 15 Management and Budget's website. In its report, the commission
8383 16 shall propose a percentage of the total budget to be assigned
8484 17 to each proposed outcome and goal. The commission shall also
8585 18 review existing mandated expenditures and include in its
8686 19 report recommendations for the termination of mandated
8787 20 expenditures. The General Assembly may object to the
8888 21 commission's report by passing a joint resolution detailing
8989 22 the General Assembly's objections.

105105 2 In addition, each other constitutional officer of the
106106 3 executive branch, in consultation with the appropriation
107107 4 committees of the General Assembly, shall: (i) prioritize
108108 5 outcomes that are most important for his or her office to
109109 6 achieve for the next fiscal year and (ii) set goals to
110110 7 accomplish those outcomes according to the priority of the
111111 8 outcome. The Governor and each constitutional officer shall
112112 9 separately conduct performance analyses to determine which
113113 10 programs, strategies, and activities will best achieve those
114114 11 desired outcomes. The Governor shall recommend that
115115 12 appropriations be made to State agencies and officers for the
116116 13 next fiscal year based on the agreed upon goals and
117117 14 priorities. Each agency and officer may develop its own
118118 15 strategies for meeting those goals and shall review and
119119 16 analyze those strategies on a regular basis. The Governor
120120 17 shall also implement procedures to measure annual progress
121121 18 toward the State's highest priority outcomes and shall develop
122122 19 a statewide reporting system that compares the actual results
123123 20 with budgeted results. Those performance measures and results
124124 21 shall be posted on the State Comptroller's website, and
125125 22 compiled for distribution in the Comptroller's Public
126126 23 Accountability Report, as is currently the practice on the
127127 24 effective date of this amendatory Act of the 96th General
128128 25 Assembly.
