11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Power Agency Act is amended by
15	15	5 adding Section 1-129 as follows:
16	16	6 (20 ILCS 3855/1-129 new)
17	17	7 Sec. 1-129. Prohibition on procurement of solar panels not
18	18	8 manufactured in the United States. No later than 180 days
19	19	9 after the effective date of this amendatory Act of the 103rd
20	20	10 General Assembly, the Illinois Commerce Commission, in
21	21	11 consultation with the Agency, shall develop standards and
22	22	12 guidelines to prohibit any State ratepayer funds, as collected
23	23	13 under Section 16-108 of the Public Utilities Act, from being
24	24	14 used by the Agency for the procurement of solar panels that are
25	25	15 not manufactured or assembled by a company located in the
26	26	16 United States under the Agency's long-term renewable resources
27	27	17 procurement plan.
