1111 1 AN ACT concerning health.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois Food, Drug and Cosmetic Act is
1515 5 amended by adding Section 17.3 as follows:
1616 6 (410 ILCS 620/17.3 new)
1717 7 Sec. 17.3. Cosmetic safety.
1818 8 (a) It is the intent of the General Assembly to prohibit
1919 9 the presence of intentionally added ingredients in cosmetics,
2020 10 consistent with the European Union's prohibition on the
2121 11 presence of intentionally added ingredients in cosmetics.
2222 12 (b) In this Section, "ingredient" means any component of a
2323 13 cosmetic product as that term is defined under 21 CFR 700.3.
2424 14 (c) Beginning January 1, 2025, no person or entity shall
2525 15 manufacture, sell, deliver, hold, or offer for sale in
2626 16 commerce any cosmetic product that contains any of the
2727 17 following intentionally added ingredients:
2828 18 (1) Dibutyl phthalate (CAS no. 84-74-2).
2929 19 (2) Diethylhexyl phthalate (CAS no. 117-81-7).
3030 20 (3) Formaldehyde (CAS no. 50-00-0).
3131 21 (4) Paraformaldehyde (CAS no. 30525-89-4).
3232 22 (5) Methylene glycol (CAS no. 463-57-0).
3333 23 (6) Quaternium-15 (CAS no. 51229-78-8).

121121 18 subsection (c); and
122122 19 (3) the trace quantity stems from impurities of
123123 20 natural or synthetic ingredients, the manufacturing
124124 21 process, storage, or migration from packaging.
