11	11	1 AN ACT concerning health.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Food, Drug and Cosmetic Act is
15	15	5 amended by adding Section 17.3 as follows:
16	16	6 (410 ILCS 620/17.3 new)
17	17	7 Sec. 17.3. Cosmetic safety.
18	18	8 (a) It is the intent of the General Assembly to prohibit
19	19	9 the presence of intentionally added ingredients in cosmetics,
20	20	10 consistent with the European Union's prohibition on the
21	21	11 presence of intentionally added ingredients in cosmetics.
22	22	12 (b) In this Section, "ingredient" means any component of a
23	23	13 cosmetic product as that term is defined under 21 CFR 700.3.
24	24	14 (c) Beginning January 1, 2025, no person or entity shall
25	25	15 manufacture, sell, deliver, hold, or offer for sale in
26	26	16 commerce any cosmetic product that contains any of the
27	27	17 following intentionally added ingredients:
28	28	18 (1) Dibutyl phthalate (CAS no. 84-74-2).
29	29	19 (2) Diethylhexyl phthalate (CAS no. 117-81-7).
30	30	20 (3) Formaldehyde (CAS no. 50-00-0).
31	31	21 (4) Paraformaldehyde (CAS no. 30525-89-4).
32	32	22 (5) Methylene glycol (CAS no. 463-57-0).
33	33	23 (6) Quaternium-15 (CAS no. 51229-78-8).
