311 1 AN ACT concerning safety.
412 2 Be it enacted by the People of the State of Illinois,
513 3 represented in the General Assembly:
614 4 Section 1. References to Act. This Act may be referred to
7-5 as the Large Event Recycling and Composting Law.

816 6 Section 5. The Solid Waste Planning and Recycling Act is

1119 9 Sec. 10.2. Event facilities.
1220 10 (a) On and after January 1, 2025, an owner or operator of
1321 11 an event facility that has a maximum legal capacity or
14-12 occupancy of at least 3,500 persons shall provide for (i) the
15-13 recycling of items, including, but not limited to, glass,
16-14 aluminum cans, cardboard, paper, and plastic beverage cups or
17-15 bottles that are generated at a public meeting or public event
18-16 held at the event facility, (ii) the transfer of these
19-17 recyclable materials to a recycling center for processing, and
20-18 (iii) the composting of organic waste, which shall be
21-19 collected separate from the collection of recyclable
22-20 materials.
23-21 (b) In this Section, "event facility" means a structure
24-22 for holding public meetings or public events, including, but
22+12 occupancy of at least 3,000 persons and that receives funding
23+13 from the State of Illinois shall participate in the recycling
24+14 program established under Section 6 by the county in which the
25+15 event facility is located and shall send recyclable materials
26+16 to a recycling center.
27+17 (b) In this Section, "event facility" means a structure or
28+18 location for holding public meetings or public events,
29+19 including, but not limited to, baseball games, football games,
30+20 hockey games, automobile races, or other musical, dramatic,
31+21 artistic, social, and athletic events. "Event facility"
32+22 includes a convention center.
