11	11	1 AN ACT concerning transportation.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Vehicle Code is amended by
15	15	5 changing Section 4-102 as follows:
16	16	6 (625 ILCS 5/4-102) (from Ch. 95 1/2, par. 4-102)
17	17	7 Sec. 4-102. Offenses relating to motor vehicles and other
18	18	8 vehicles - Misdemeanors.
19	19	9 (a) It is a violation of this Chapter for:
20	20	10 (1) A person, with intent and without the right to do
21	21	11 so without authority to do so, to damage a vehicle or to
22	22	12 damage or remove any part of a vehicle;
23	23	13 (2) A person, without the right to do so and with the
24	24	14 intent to commit a crime without authority to do so, to
25	25	15 tamper with a vehicle or go in it, on it, or work or
26	26	16 attempt to work any of its parts, or set or attempt to set
27	27	17 it in motion;
28	28	18 (3) A person to fail to report a vehicle as unclaimed
29	29	19 in accordance with the provisions of Section 4-107.
30	30	20 (b) Sentence. A person convicted of a violation of this
31	31	21 Section shall be guilty of a Class A misdemeanor. A person
32	32	22 convicted of a violation of this Section a second or
33	33	23 subsequent time, shall be guilty of a Class 4 felony.
