11	11	1 AN ACT concerning local government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Police Training Act is amended by
15	15	5 changing Section 1 as follows:
16	16	6 (50 ILCS 705/1) (from Ch. 85, par. 501)
17	17	7 Sec. 1. It is hereby declared as a matter of legislative
18	18	8 determination that that in order to promote and protect
19	19	9 citizen health, safety and welfare, it is necessary and in the
20	20	10 public interest to provide for the creation of the Illinois
21	21	11 Law Enforcement Training Standards Board for the purpose of
22	22	12 encouraging and aiding municipalities, counties, park
23	23	13 districts, State controlled universities, colleges, and public
24	24	14 community colleges, and other local governmental agencies of
25	25	15 this State, and participating State agencies in their efforts
26	26	16 to raise the level of law enforcement by upgrading and
27	27	17 maintaining a high level of training and standards for law
28	28	18 enforcement executives and officers, county corrections
29	29	19 officers, sheriffs, and law enforcement support personnel
30	30	20 under this Act. It is declared to be the responsibility of the
31	31	21 board to ensure the required participation of the pertinent
32	32	22 local governmental units in the programs established under
33	33	23 this Act, to set standards, develop and provide quality
