1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The School Code is amended by changing Section
1515 5 27-13.3 as follows:
1616 6 (105 ILCS 5/27-13.3)
1717 7 Sec. 27-13.3. Internet safety education curriculum.
1818 8 (a) The purpose of this Section is to inform and protect
1919 9 students from inappropriate or illegal communications and
2020 10 solicitation and to encourage school districts to provide
2121 11 education about Internet threats and risks, including without
2222 12 limitation child predators, fraud, and other dangers.
2323 13 (b) The General Assembly finds and declares the following:
2424 14 (1) it is the policy of this State to protect
2525 15 consumers and Illinois residents from deceptive and unsafe
2626 16 communications that result in harassment, exploitation, or
2727 17 physical harm;
2828 18 (2) children have easy access to the Internet at home,
2929 19 school, and public places;
3030 20 (3) the Internet is used by sexual predators and other
3131 21 criminals to make initial contact with children and other
3232 22 vulnerable residents in Illinois; and
3333 23 (4) education is an effective method for preventing

7070 3 (c) Each school may adopt an age-appropriate curriculum
7171 4 for Internet safety instruction of students in grades
7272 5 kindergarten through 12. However, beginning with the 2009-2010
7373 6 school year, a school district must incorporate into the
7474 7 school curriculum a component on Internet safety to be taught
7575 8 at least once each school year to students in grades 3 through
7676 9 12. The school board shall determine the scope and duration of
7777 10 this unit of instruction. The age-appropriate unit of
7878 11 instruction may be incorporated into the current courses of
7979 12 study regularly taught in the district's schools, as
8080 13 determined by the school board, and it is recommended that the
8181 14 unit of instruction include the following topics:
8282 15 (1) Safe and responsible use of social networking
8383 16 websites, chat rooms, electronic mail, bulletin boards,
8484 17 instant messaging, and other means of communication on the
8585 18 Internet.
8686 19 (2) Recognizing, avoiding, and reporting online
8787 20 solicitations of students, their classmates, and their
8888 21 friends by sexual predators.
8989 22 (3) Risks of transmitting personal information on the
9090 23 Internet.
9191 24 (4) Recognizing and avoiding unsolicited or deceptive
9292 25 communications received online.
9393 26 (5) Recognizing and reporting online harassment and

105105 2 (6) Reporting illegal activities and communications on
106106 3 the Internet.
107107 4 (7) Copyright laws on written materials, photographs,
108108 5 music, and video.
109109 6 (d) Curricula devised in accordance with subsection (c) of
110110 7 this Section may be submitted for review to the Office of the
111111 8 Illinois Attorney General.
112112 9 (e) The State Board of Education shall make available
113113 10 resource materials for educating children regarding child
114114 11 online safety and may take into consideration the curriculum
115115 12 on this subject developed by other states, as well as any other
116116 13 curricular materials suggested by education experts, child
117117 14 psychologists, or technology companies that work on child
118118 15 online safety issues. Materials may include without limitation
119119 16 safe online communications, privacy protection,
120120 17 cyber-bullying, viewing inappropriate material, file sharing,
121121 18 and the importance of open communication with responsible
122122 19 adults. The State Board of Education shall make these resource
123123 20 materials available on its Internet website.
124124 21 (f) Beginning January 1, 2024 and at least once every 3
125125 22 years thereafter, the State Board of Education shall review
126126 23 this Section and submit a report to the General Assembly of
127127 24 recommended revisions to this Section to ensure an Internet
128128 25 safety education curriculum under this Section aligns with
129129 26 current best practices and reflects current technology and
