19 | 19 | | 9 (a) The General Assembly hereby finds and declares that |

20 | 20 | | 10 the State is confronted with an unprecedented fiscal crisis. |

21 | 21 | | 11 In light of this crisis, and the challenges it presents for the |
---|
22 | 22 | | 12 budgeting process, the General Assembly hereby establishes the |
---|
23 | 23 | | 13 Legislative Budget Oversight Commission. The purpose of the |
---|
24 | 24 | | 14 Commission is: to monitor budget management actions taken by |
---|
25 | 25 | | 15 the Office of the Governor or Governor's Office of Management |
---|
26 | 26 | | 16 and Budget; to oversee the distribution and expenditure of |
---|
27 | 27 | | 17 federal financial relief for State and local governments |
---|
28 | 28 | | 18 related to the COVID-19 pandemic; and to advise and review |
---|
29 | 29 | | 19 planned expenditures of State and federal grants for broadband |
---|
30 | 30 | | 20 projects. |

77 | 77 | | 10 reporting any budget management actions taken by the Office of |
---|
78 | 78 | | 11 the Governor, Governor's Office of Management and Budget, or |
---|
79 | 79 | | 12 any State agency. On a quarterly basis At the call of one of |
---|
80 | 80 | | 13 the co-chairs, the Governor or his or her designee shall give a |
---|
81 | 81 | | 14 report to the Commission and each member thereof. The report |
---|
82 | 82 | | 15 shall be given either in person or by telephonic or |
---|
83 | 83 | | 16 videoconferencing means. The report shall include: |
---|
84 | 84 | | 17 (1) any budget management actions taken by the Office |
---|
85 | 85 | | 18 of the Governor, Governor's Office of Management and |
---|
86 | 86 | | 19 Budget, or any agency or board under the Office of the |
---|
87 | 87 | | 20 Governor in the prior quarter; |
---|
88 | 88 | | 21 (2) year-to-date general funds revenues as compared to |
---|
89 | 89 | | 22 anticipated revenues; |
---|
90 | 90 | | 23 (3) year-to-date general funds expenditures as |
---|
91 | 91 | | 24 compared to the Fiscal Year 2021 budget as enacted; |
---|
92 | 92 | | 25 (4) a list, by program, of the number of grants |
---|
93 | 93 | | 26 awarded, the aggregate amount of such grant awards, and |
---|
