14 | 14 | | 4 Section 5. The Illinois Educational Labor Relations Act is |
---|
15 | 15 | | 5 amended by changing Section 1 as follows: |

17 | 17 | | 7 Sec. 1. Policy. It is the the public policy of this State |
---|
18 | 18 | | 8 and the purpose of this Act to promote orderly and |
---|
19 | 19 | | 9 constructive relationships between all educational employees |
---|
20 | 20 | | 10 and their employers. Unresolved disputes between the |
---|
21 | 21 | | 11 educational employees and their employers are injurious to the |
---|
22 | 22 | | 12 public, and the General Assembly is therefore aware that |
---|
23 | 23 | | 13 adequate means must be established for minimizing them and |
---|
24 | 24 | | 14 providing for their resolution. It is the purpose of this Act |
---|
25 | 25 | | 15 to regulate labor relations between educational employers and |
---|
26 | 26 | | 16 educational employees, including the designation of |
---|
27 | 27 | | 17 educational employee representatives, negotiation of wages, |
---|
28 | 28 | | 18 hours and other conditions of employment and resolution of |
---|
29 | 29 | | 19 disputes arising under collective bargaining agreements. The |
---|
30 | 30 | | 20 General Assembly recognizes that substantial differences exist |
---|
31 | 31 | | 21 between educational employees and other public employees as a |
---|
32 | 32 | | 22 result of the uniqueness of the educational work calendar and |
---|
33 | 33 | | 23 educational work duties and the traditional and historical |
---|

76 | 76 | | 9 educational employees the right to organize and choose freely |

77 | 77 | | 10 their representatives; (b) requiring educational employers to |
---|
78 | 78 | | 11 negotiate and bargain with employee organizations representing |
---|
79 | 79 | | 12 educational employees and to enter into written agreements |
---|
80 | 80 | | 13 evidencing the result of such bargaining; and (c) establishing |
---|
81 | 81 | | 14 procedures to provide for the protection of the rights of the |
---|
82 | 82 | | 15 educational employee, the educational employer and the public. |
