11	11	1 AN ACT concerning education.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Educational Labor Relations Act is
15	15	5 amended by changing Section 1 as follows:
16	16	6 (115 ILCS 5/1) (from Ch. 48, par. 1701)
17	17	7 Sec. 1. Policy. It is the the public policy of this State
18	18	8 and the purpose of this Act to promote orderly and
19	19	9 constructive relationships between all educational employees
20	20	10 and their employers. Unresolved disputes between the
21	21	11 educational employees and their employers are injurious to the
22	22	12 public, and the General Assembly is therefore aware that
23	23	13 adequate means must be established for minimizing them and
24	24	14 providing for their resolution. It is the purpose of this Act
25	25	15 to regulate labor relations between educational employers and
26	26	16 educational employees, including the designation of
27	27	17 educational employee representatives, negotiation of wages,
28	28	18 hours and other conditions of employment and resolution of
29	29	19 disputes arising under collective bargaining agreements. The
30	30	20 General Assembly recognizes that substantial differences exist
31	31	21 between educational employees and other public employees as a
32	32	22 result of the uniqueness of the educational work calendar and

68	68	1 patterns of collective bargaining between educational
69	69	2 employers and educational employees and that such differences
70	70	3 demand statutory regulation of collective bargaining between
71	71	4 educational employers and educational employees in a manner
72	72	5 that recognizes these differences. Recognizing that harmonious
73	73	6 relationships are required between educational employees and
74	74	7 their employers, the General Assembly has determined that the
75	75	8 overall policy may best be accomplished by (a) granting to
76	76	9 educational employees the right to organize and choose freely
77	77	10 their representatives; (b) requiring educational employers to
78	78	11 negotiate and bargain with employee organizations representing
79	79	12 educational employees and to enter into written agreements
80	80	13 evidencing the result of such bargaining; and (c) establishing
81	81	14 procedures to provide for the protection of the rights of the
82	82	15 educational employee, the educational employer and the public.
