11	11	1 AN ACT concerning education.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The School Code is amended by adding Section
15	15	5 2-3.196 as follows:
16	16	6 (105 ILCS 5/2-3.196 new)
17	17	7 Sec. 2-3.196. Parent Advisory Committee.
18	18	8 (a) By December 31, 2023, the State Board of Education
19	19	9 shall establish a Parent Advisory Committee. The Parent
20	20	10 Advisory Committee is created for the purpose of reviewing and
21	21	11 making recommendations to the State Board with respect to the
22	22	12 State Board's process of adopting new teaching standards
23	23	13 pursuant to paragraph (1) of subsection (a) of Section 21B-5
24	24	14 of this Code or learning standards pursuant to Section 27-1 of
25	25	15 this Code.
26	26	16 (b) The committee shall consist of all of the following
27	27	17 members, each of whom shall be the parent of a student who is
28	28	18 enrolled in a public elementary or secondary school in this
29	29	19 State:
30	30	20 (1) Three members who are appointed by the President
31	31	21 of the Senate.
32	32	22 (2) Three members who are appointed by the Minority
33	33	23 Leader of the Senate.

68	68	1 (3) Three members who are appointed by the Speaker of
69	69	2 the House of Representatives.
70	70	3 (4) Three members who are appointed by the Minority
71	71	4 Leader of the House of Representatives.
72	72	5 (c) The members of the committee shall serve without
73	73	6 compensation. Vacancies shall be filled in the same manner as
74	74	7 the original appointments.
75	75	8 (d) Prior to adopting any new teaching standard or
76	76	9 learning standard, the State Board shall convene the committee
77	77	10 and submit the proposed teaching standard or learning standard
78	78	11 to the committee for review. Following the committee's review
79	79	12 of the proposed teaching or learning standard, the committee
80	80	13 shall provide its recommendations on the proposed standard to
81	81	14 the State Board. The State Board is not required to accept any
82	82	15 of the committee's recommendations, but the State Board must
83	83	16 review and consider the recommendations made by the committee
84	84	17 prior to adopting the proposed teaching or learning standard.
85	85	18 (e) At the first meeting of the committee for the review of
86	86	19 a new teaching standard or learning standard proposed by the
87	87	20 State Board, the members of the committee shall elect a
88	88	21 chairperson from among its members to serve for the duration
89	89	22 of the committee's work on the proposed teaching or learning
90	90	23 standard. The committee shall meet at least once to review
91	91	24 each new teaching standard or learning standard proposed by
92	92	25 the State Board. The committee may meet at additional times
93	93	26 for the further review of a proposed teaching standard or

104	104	1 learning standard at the call of the chairperson or upon being
105	105	2 reconvened by the State Board.
106	106	3 (f) The State Board shall provide administrative support
107	107	4 to the committee. The committee shall be a standing committee
108	108	5 within the State Board, but the committee shall be required to
109	109	6 meet only if convened under subsection (d) or (e) of this
110	110	7 Section.

112	112	9 Section 99. Effective date. This Act takes effect July 1,
