11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB2037 Introduced , by Rep. Amy L. Grant SYNOPSIS AS INTRODUCED: 105 ILCS 5/2-3.196 new Amends the School Code. By December 31, 2023, requires the State Board of Education to create a Parent Advisory Committee for the purpose of reviewing and making recommendations to the State Board with respect to the State Board's process of adopting new teaching or learning standards. Requires the State Board to review and consider the recommendations made by the committee prior to adopting a proposed teaching or learning standard, but does not require the State Board to accept any of the recommendations. 1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The School Code is amended by adding Section
1515 5 2-3.196 as follows:
1616 6 (105 ILCS 5/2-3.196 new)
1717 7 Sec. 2-3.196. Parent Advisory Committee.
1818 8 (a) By December 31, 2023, the State Board of Education
1919 9 shall establish a Parent Advisory Committee. The Parent
2020 10 Advisory Committee is created for the purpose of reviewing and
2121 11 making recommendations to the State Board with respect to the
2222 12 State Board's process of adopting new teaching standards
2323 13 pursuant to paragraph (1) of subsection (a) of Section 21B-5
2424 14 of this Code or learning standards pursuant to Section 27-1 of
2525 15 this Code.
2626 16 (b) The committee shall consist of all of the following
2727 17 members, each of whom shall be the parent of a student who is
2828 18 enrolled in a public elementary or secondary school in this
2929 19 State:
3030 20 (1) Three members who are appointed by the President
3131 21 of the Senate.
3232 22 (2) Three members who are appointed by the Minority
3333 23 Leader of the Senate.

6868 1 (3) Three members who are appointed by the Speaker of

7272 5 (c) The members of the committee shall serve without
7373 6 compensation. Vacancies shall be filled in the same manner as
7474 7 the original appointments.
7575 8 (d) Prior to adopting any new teaching standard or
7676 9 learning standard, the State Board shall convene the committee
7777 10 and submit the proposed teaching standard or learning standard
7878 11 to the committee for review. Following the committee's review
7979 12 of the proposed teaching or learning standard, the committee
8080 13 shall provide its recommendations on the proposed standard to
8181 14 the State Board. The State Board is not required to accept any
8282 15 of the committee's recommendations, but the State Board must
8383 16 review and consider the recommendations made by the committee
8484 17 prior to adopting the proposed teaching or learning standard.
8585 18 (e) At the first meeting of the committee for the review of
8686 19 a new teaching standard or learning standard proposed by the
8787 20 State Board, the members of the committee shall elect a
8888 21 chairperson from among its members to serve for the duration
8989 22 of the committee's work on the proposed teaching or learning
9090 23 standard. The committee shall meet at least once to review
9191 24 each new teaching standard or learning standard proposed by
9292 25 the State Board. The committee may meet at additional times
9393 26 for the further review of a proposed teaching standard or

104104 1 learning standard at the call of the chairperson or upon being

106106 3 (f) The State Board shall provide administrative support
107107 4 to the committee. The committee shall be a standing committee
108108 5 within the State Board, but the committee shall be required to
109109 6 meet only if convened under subsection (d) or (e) of this
110110 7 Section.

112112 9 Section 99. Effective date. This Act takes effect July 1,
