11	11	1 AN ACT concerning elections.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Election Code is amended by changing
15	15	5 Section 25-8 as follows:
16	16	6 (10 ILCS 5/25-8) (from Ch. 46, par. 25-8)
17	17	7 Sec. 25-8. (a) When a vacancy shall occur in the office of
18	18	8 United States Senator from this state, the Governor shall make
19	19	9 temporary appointment to fill such vacancy until the next
20	20	10 election of representatives in Congress, at which time such
21	21	11 vacancy shall be filled by election, and the senator so
22	22	12 elected shall take office as soon thereafter as he shall
23	23	13 receive his certificate of election.
24	24	14 (b) Any person appointed to fill a vacancy under this
25	25	15 Section shall be affiliated with the same political party as
26	26	16 the person vacating the office if the person vacating the
27	27	17 office was elected as a member of an established political
28	28	18 party, as defined by Section 10-2, that is still in existence
29	29	19 at the time of appointment. The appointee shall establish his
30	30	20 or her political party affiliation by his or her record of
31	31	21 voting in party primary elections or by holding or having held
32	32	22 an office in a political party organization before
