1212 1 AN ACT concerning employment.
1313 2 Be it enacted by the People of the State of Illinois,
1414 3 represented in the General Assembly:
1515 4 Section 5. The Lodging Services Human Trafficking
1616 5 Recognition Training Act is amended by adding Sections 20 and
1717 6 25 as follows:
1818 7 (820 ILCS 95/20 new)
1919 8 Sec. 20. Certification of compliance; government patronage
2020 9 limited. The Department shall establish a program to provide
2121 10 certification of compliance to lodging establishments that
2222 11 comply with the requirements of Section 15. The certification
2323 12 program shall provide that confirmation of a lodging
2424 13 establishment's certification status is available on the
2525 14 Department's Internet website.

2727 16 Sec. 25. Expenditure of funds by government entities
2828 17 limited.
2929 18 (a) If a lodging establishment is not certified as being
3030 19 in compliance with the requirements of Section 15, the State,
3131 20 a unit of local government, or school district may not expend
3232 21 funds for any of the following purposes:
3333 22 (1) to procure lodging that is owned, operated, or

7070 1 owned and operated by the lodging establishment;
7171 2 (2) to procure space or services for a conference,
7272 3 meeting, or banquet located at a site where lodging is
7373 4 available that is owned, operated, or owned and operated
7474 5 by the lodging establishment; or
7575 6 (3) to host a conference, meeting, or banquet at a
7676 7 site where lodging is available that is owned, operated,
7777 8 or owned and operated by the lodging establishment.
7878 9 (b) Before expending or committing to expend funds for a
7979 10 purpose described in subsection (a), the State, unit of local
8080 11 government, or school district shall confirm the lodging
8181 12 establishment's current certification status on an Internet
8282 13 site maintained by the Department.
