12	12	1 AN ACT concerning employment.
13	13	2 Be it enacted by the People of the State of Illinois,
14	14	3 represented in the General Assembly:
15	15	4 Section 5. The Lodging Services Human Trafficking
16	16	5 Recognition Training Act is amended by adding Sections 20 and
17	17	6 25 as follows:
18	18	7 (820 ILCS 95/20 new)
19	19	8 Sec. 20. Certification of compliance; government patronage
20	20	9 limited. The Department shall establish a program to provide
21	21	10 certification of compliance to lodging establishments that
22	22	11 comply with the requirements of Section 15. The certification
23	23	12 program shall provide that confirmation of a lodging
24	24	13 establishment's certification status is available on the
25	25	14 Department's Internet website.

27	27	16 Sec. 25. Expenditure of funds by government entities
28	28	17 limited.
29	29	18 (a) If a lodging establishment is not certified as being
30	30	19 in compliance with the requirements of Section 15, the State,
31	31	20 a unit of local government, or school district may not expend
32	32	21 funds for any of the following purposes:
33	33	22 (1) to procure lodging that is owned, operated, or

70	70	1 owned and operated by the lodging establishment;
71	71	2 (2) to procure space or services for a conference,
72	72	3 meeting, or banquet located at a site where lodging is
73	73	4 available that is owned, operated, or owned and operated
74	74	5 by the lodging establishment; or
75	75	6 (3) to host a conference, meeting, or banquet at a
76	76	7 site where lodging is available that is owned, operated,
77	77	8 or owned and operated by the lodging establishment.
78	78	9 (b) Before expending or committing to expend funds for a
79	79	10 purpose described in subsection (a), the State, unit of local
80	80	11 government, or school district shall confirm the lodging
81	81	12 establishment's current certification status on an Internet
82	82	13 site maintained by the Department.
