11	11	1 AN ACT concerning human rights.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Reproductive Health Act is amended by
15	15	5 adding Section 1-23 as follows:

17	17	7 Sec. 1-23. Abortion waiting period. No person shall
18	18	8 perform or induce an abortion unless at least 72 hours prior
19	19	9 thereto the health care professional who is to perform or
20	20	10 induce the abortion has conferred with the patient and
21	21	11 discussed with the patient the indicators, contraindicators,
22	22	12 and risk factors, including any physical, psychological, or
23	23	13 situational factors for the proposed procedure and the use of
24	24	14 medications, in light of the patient's medical history and
25	25	15 medical condition.
