1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Board of Higher Education Act is amended by
1515 5 changing Section 2 as follows:
1616 6 (110 ILCS 205/2) (from Ch. 144, par. 182)
1717 7 Sec. 2. There is created a Board of Higher Education to
1818 8 consist of 16 members as follows: 10 members appointed by the
1919 9 the Governor, by and with the advice and consent of the Senate;
2020 10 one member of a public university governing board, appointed
2121 11 by the Governor without the advice and consent of the Senate;
2222 12 one member of a private college or university board of
2323 13 trustees, appointed by the Governor without the advice and
2424 14 consent of the Senate; the chairman of the Illinois Community
2525 15 College Board; the chairman of the Illinois Student Assistance
2626 16 Commission; and 2 student members selected by the recognized
2727 17 advisory committee of students of the Board of Higher
2828 18 Education, one of whom must be a non-traditional undergraduate
2929 19 student who is at least 24 years old and represents the views
3030 20 of non-traditional students, such as a person who is employed
3131 21 or is a parent. One of the 10 members appointed by the
3232 22 Governor, by and with the advice and consent of the Senate,
3333 23 must be a faculty member at an Illinois public university. The

6868 1 Governor shall designate the Chairman of the Board to serve
6969 2 until a successor is designated. No more than 7 of the members
7070 3 appointed by the Governor, excluding the Chairman, shall be
7171 4 affiliated with the same political party. The 10 members
7272 5 appointed by the Governor with the advice and consent of the
7373 6 Senate shall be citizens of the State and shall be selected, as
7474 7 far as may be practicable, on the basis of their knowledge of,
7575 8 or interest or experience in, problems of higher education. If
7676 9 the Senate is not in session or is in recess, when appointments
7777 10 subject to its confirmation are made, the Governor shall make
7878 11 temporary appointments which shall be subject to subsequent
7979 12 Senate approval.
