11	11	1 AN ACT concerning education.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Board of Higher Education Act is amended by
15	15	5 changing Section 2 as follows:
16	16	6 (110 ILCS 205/2) (from Ch. 144, par. 182)
17	17	7 Sec. 2. There is created a Board of Higher Education to
18	18	8 consist of 16 members as follows: 10 members appointed by the
19	19	9 the Governor, by and with the advice and consent of the Senate;
20	20	10 one member of a public university governing board, appointed
21	21	11 by the Governor without the advice and consent of the Senate;
22	22	12 one member of a private college or university board of
23	23	13 trustees, appointed by the Governor without the advice and
24	24	14 consent of the Senate; the chairman of the Illinois Community
25	25	15 College Board; the chairman of the Illinois Student Assistance
26	26	16 Commission; and 2 student members selected by the recognized
27	27	17 advisory committee of students of the Board of Higher
28	28	18 Education, one of whom must be a non-traditional undergraduate
29	29	19 student who is at least 24 years old and represents the views
30	30	20 of non-traditional students, such as a person who is employed
31	31	21 or is a parent. One of the 10 members appointed by the
32	32	22 Governor, by and with the advice and consent of the Senate,
33	33	23 must be a faculty member at an Illinois public university. The

68	68	1 Governor shall designate the Chairman of the Board to serve
69	69	2 until a successor is designated. No more than 7 of the members
70	70	3 appointed by the Governor, excluding the Chairman, shall be
71	71	4 affiliated with the same political party. The 10 members
72	72	5 appointed by the Governor with the advice and consent of the
73	73	6 Senate shall be citizens of the State and shall be selected, as
74	74	7 far as may be practicable, on the basis of their knowledge of,
75	75	8 or interest or experience in, problems of higher education. If
76	76	9 the Senate is not in session or is in recess, when appointments
77	77	10 subject to its confirmation are made, the Governor shall make
78	78	11 temporary appointments which shall be subject to subsequent
79	79	12 Senate approval.
